As per the statement of PW and contained subject in the PR file, it is clearly
established that the following analysis and assessment of evidence as follows:-
1. I was appointed as enquiry officer by the Commandant, Hqrs, APSPF,
Tirupathi vide Rc.No. 34/A3/Comdt. Hqrs/APSPF/TPT/2017,
O.O.No.99/2018, Dated: 02.02.2018 to enquire in to the charge framed against

copy was sent to his available address Y. Chenna Reddy, CT-2672 (SPF)
S/o Y. Bala Rami Reddy, Vittamraju Palli village, Vinukonda Mandal, Gunturu
Dist PIN.522647, Cell No.9652436761 through registered-post and also sent the
copy to A.C., APSPF, UCIL, Thummapalli vide this office letter. But the register
postal cover was returned, which was received by this office with postal remarks
that, “Addressee left village so returned”.
2. The OE was conducted on 17.02.2018 in the O/o the Assistant Commandant,
APSPF Unit, UCIL, Tummalapalle and recorded the statement from the
PW i.e. Assistant Commandant, APSPF, Unit, UCIL, Tummalapalle. But the
charged officer was not attended O.E. on 17.02.2018.
3. Further it is clearly shows that, being a senior Constable in the disciplinary
force, his prime responsible to give his present residential address to his
working unit. But, he failed to do so and hide his original residential address
intentionally and not attended the O.E. Due to this reason I have conducted
the EX-PARTE oral enquiry and recorded the statement with the available PW.
4. It is fact that, as per the available records of OE file and PW it is clearly
established that, Sri Y. Chenna Reddy, CT-2672 of APSPF Unit, UCIL,
Tummalapalle who was placed under suspension w.e.f. 21.05.2016 for
becoming unauthorized absence (OSL from M.L.) for a period of (225) days
from 30.09.2015 AN to 13.05.2016 FN. At present neither he reported for duty
from OSL from ML nor did he intimate of his whereabouts.
8. FINDING: -
Keeping in view of above analysis and assessment of evidences, I hold
that the Article-I of the Charge framed against Sri Y. Chenna Reddy, CT-2672
who was placed under suspension w.e.f. 21.05.2016 for becoming unauthorized
absence (OSL from M.L.) for a period of (225) days from 30.09.2015 AN to
13.05.2016 FN and he was awarded with a penalty of “Reduction in time scale
of scale pay by three stages with effect on future increments and pension for a
period of three years”. The copy was sent to his native address but the postal
cover returned with postal remarks as “Addressee not available in the village”.
Further the same was published in the A.P. Gazette on 20.04.2017 and 11.01.2018.
Even after published in the AP Gazette he did not report for his legitimate duties
and he wontedly became absenting the duties unauthoriaedly w.e.f. 17.01.2017
onwards is absolutely “PROVED” beyond reasonable doubts.
Certified that the procedure under provision 20 of A.P. Civil Service
(Classification Control and Appeal) Rule 1991 has been followed correctly in
conducting of the Enquiry.
