ANDHRA PRADESH GAZETTE, May 25, 2018

Vide reference sixth cited, the Memorandum of Charge which was sent

to the native address of the Charged Officer by Registered Post, was returned

with postal remarks as “Addressee left village, so returned to sender”. Therefore,

the Commissioner, Printing Stationery and Stores Purchase, Vijayawada was

requested to publish the Memorandum of Charge in the A.P. Gazette vide reference

seventh cited. Accordingly, the Memorandum of Charge was published in the

A.P. Gazette vide reference eighth cited.

Vide reference ninth cited, Sri K. Ashok Kumar Reddy, Inspector, APSPF,

Airport Kadapa was appointed as an Inquiring Authority to inquire into the

charge framed against the Charged Officer Sri Y. Chenna Reddy, CT-2672.

Vide reference tenth cited, the Inquiring Authority has conducted an

Ex-parte enquiry under Rule 20 (6) of APCS (CC&A) Rules, 1991 as the Charged

Officer’s whereabouts were not known and submitted the enquiry report duly

“Proving” the Article of Charge framed against the Charged Officer Sri Y. Chenna

Reddy, CT-2672.

Vide reference eleventh cited, a Show Cause Notice was issued to

the Charged Officer inviting further explanation if any, on the enquiry report.

Accordingly, a copy of the Show Cause Notice along with enquiry report was

sent to the native address of the Charged Officer by Registered post which was

returned vide reference twelth cited.

Vide reference thirteenth cited, the Commissioner, Printing Stationery

and Stores Purchase, Vijayawada was requested to publish the Show Cause

Notice in the A.P. Gazette. Accordingly, the Show Cause Notice was published

in the A.P. Gazette vide reference fourteenth cited. Still, the Charged Officer

neither submitted explanation to the Show Cause Notice nor reported for

duties.

Having gone through the entire PR file, I agree with the findings and

opinion of the Enquiiy Officer, who proved the Article of Charge as I hold that

the Charged Officer has been a willful absentee for a prolonged period of exceeding

one year.

Absenting for the duties by the charged officer without any intimation

for prolonged period will have adverse impact on operational duties and the

personnel are required to be put on extra duties in place of habitual absentees

and thus it amounts to gross misconduct. Further non acceptance of official

documents/letters amounts to willful rejection. Therefore as envisaged in the

CCA Rules, all official documents have been published in the A.P. Gazette.

I, therefore, award the Charged Officer with a penalty of “Removal from

Service” with immediate effect under Rule-9(ix) of APCS (CC&A) Rules, 1991.

The entire unauthorized absence period of (469) days w.e.f. 17.01.2017 to
