ORDER :
In the G.O. 1st read above, orders were issued for preparing the list of names
of suitable Assistant Section Officers for including in the panel of Section Officers
of Finance Department for the panel year 2012-13 and the Roster Point No.6
(Visually Handicapped) was filled up from open category.

NOTIFICATIONS BY GOVERNMENT
Kum. N. Nagamani, ASO has represented that in G.O.Ms.No.322, Fin. (OP.I)
Dept., Dt.10-12-2012, names of (20) Assistant Section Officers were approved
for the panel year 2012-13, in which the Roster Point No.6 (VH- Visually
Handicapped) was also filled up from open category erroneously, duly taking
the total disabled persons working in the Unit of appointment for calculating
adequate representation, ignoring trifurcation. She has submitted that each
category of disabled have to be treated as a separate community after trifurcation.
Adequacy should not be calculated taking the total disabled persons working in
the Unit of appointment ignoring trifurcation. She has, therefore, requested to
consider her case for promotion as Section Officer of Finance Department
against Roster Point No.6 of the Cycle I (Visually Handicapped). The Women
Development, Child & Disabled Welfare Department, which is the Nodal
Department for disabled welfare, has clarified that the reservation in disability
pertains to 1% per category and not 3% for all together.
Consequent on revision of seniority in the category of Assistant Section
Officers in the reference 4th read above, provisional seniority list of Section
Officers and the draft annual panels were published in the reference 5th read
above and the affected parties were requested to submit their representation, if
any within 15 days as per Rule-25 of A.P. State and Subordinate Service Rules.
In the reference 6th read above, Smt. M. Rama Devi, Section Officer &
Others have raised certain objections. The objections have been examined with
reference to records and rules and it is found that the objections filed do not
merit consideration. Hence, objections are overruled in the reference 7th read above.
Government after careful examination of the entire matter after consideration
of recommendations of Review Departmental Promotion Committee hereby decided:
i. To include the name of Kum. N. Nagamani, Assistant Section
Officer at R.P.6 (VH) in the panel of Assistant Section Officers for
promotion to the category of Section Officers of Finance for the
panel year 2012-13 by pushing down the last candidate i.e.,
Sri P. Annarao, Assistant Section Officer to the subsequent panel
year 2013-14.
ii. To approve the revised panel of Assistant Section Officers containing
the names annexed, who are eligible and qualified for
appointment by promotion to the post of Section Officers on purely
temporary basis for the Panel years 2012-13, 2013-14 & 2016-17,
by deleting the name of Sri N. Subbarao from the panel 2016-17 due
to non-availability of carry forward vacancies on revision and review
of panels.
Accordingly, under Rule 10(a) of the A.P. State & Subordinate Service Rules,
1996, Kum. N. Nagamani is hereby appointed on promotion to the post of Section
Officer notionally w.e.f. 10.12.2012. Kum. N. Nagamani on promotion to the
post of Section Officer shall report to duty within 15 days from the date of receipt
of this order. If she fails to join or evade joining by applying for leave or otherwise,
within the stipulated time, she shall forfeit all her rights both for the present and
future for the post of Section Officer without any notice, in terms of Rule 11 (b)
of the A.P.State and Sub-ordinate Service Rules, read with G.O.Ms.No.145

The appointment order in para - 6 above is subject to the following conditions: -
(a) it is purely temporary and on an adhoc basis and shall not confer
any right for regular appointment and is liable for reversion as
Assistant Section Officer at any time without notice and without
assigning any reason thereof; and
(b) the appointment is subject to outcome of W.Ps. / W.As. / R.Ps. /
C.As., etc., if any, pending before the A.P. Administrative Tribunal /
High Court or any other Courts.
For those officers in the revised panel, who have officiated as section
officers, whose pay has to be re-fixed, the payment of arrears shall be limited
to duty period only in terms of Government Memo.No.47260-A/709/A1/ F.R.II/97,
Dt. 20-4-1998 read with instruction No.III under F.R. 22-B.

ORDER:
In the G.O. 1st read above, Sri N. SubbaRao is empanelled in the panel year
2016-17 fit for promotion for the post of Section Officer against the Carry Forward
Roster point-27 and promoted as Section Officer in the G.O. 2nd read above.
Consequent on revision of seniority in the category of Assistant Section
Officers in the reference 3rd read above, revision of panels and review of seniority
in the cadre Section Officers from the panel year 2012-13 onwards is taken up
following the due procedure and revised panels published in the reference
4th read above.
Government after careful examination of the matter hereby revert
Sri N. SubbaRao, Section Officer as Assistant Section Officer w.e.f 07-06-2018 AN
due to non-availability of carry forward vacancies on revision and review of panels.
