etc. Accordingly, individual has appeared before the DLSC committee and stated

that he is resident of Gulapalyam village of Vajrakarur mandal belongs to Madari

Kurava (SC) and produced xerox copy of caste certificates as Madari Kurava (SC)

issued by the then Mandal Revenue Officer, Vajrakarur and not having any

substantial evidences in support of his community claim.

The District Level Scrutiny Committee, Ananthapuramu has examined the

case in detail and asked regarding customs and traditions being followed by

family, to whom he married, surnames of family members, to which God they

pray. Accordingly, he stated that they are generally called Kuruva caste as Madari

Kurava (SC) and is having three children and their family members surname is

“Pujari”. The District Level Scrutiny Committee, Ananthapuramu has opined

that the Customs and Traditions and way of life of the claimant is quite different

from the customs and traditions and way of life of Madasi Kuruva / Madari Kurava.

There are no evidences tallied as per the Madasi Kuruva / Madari Kurava

traditions / customs in claimant family. He failed to produce evidence either primary

of corrobotate to prove that he belongs to Madari Kurava (SC) community.

According to List of Socially and Educationally Backward Classes in A.P

(As per G.O.Ms.No.58, Social Welfare (J) Department., Dated: 12.05.1997)

All Revenue Divisional Officers / Sub Collector / Asst, Collector in the

State are competent to issue Madasi Kuruva and Madari Kurava (SC) caste

certificates.

Further, the DLSC has examined the said caste certificate as Madari Kurava

(SC) issued to him and noticed that the caste certificate was not obtained from the

Revenue Divisional Officer, Ananthapuramu in which it was only counter signed

by the then Revenue Divisional Officer, Ananthapuramu (without proper channel

and Hierarchy).

In this instance case, Sri P.Lingappa S/o P.Nagappa obtained Madari Kurava

(SC) caste certificate from the then Mandal Revenue Officer, Vajrakarur in D.Dis.

No.964/86/H, Dt: 27.03.86. Hence, it is construed that he obtained Madari Kurava

(SC) caste from the then Mandal Revenue Officer, Vajrakarur is a false one.

On observation of the above, documentary evidences submitted by the

applicant and enquiries under undertaken in this regard, the DLSC committee

members have been established that the above individual i.e., Sri P.Lingappa

S/o P.Nagappa, resident of Gulapalyam village of Vajrakarur mandal belongs to

the caste and community of Kuruba (BC-B) and does not belongs to Madari

Kurava (SC) through the Caste Sheet.

The Joint Collector & Chairman, District Level Scrutiny Committee,

Ananthapuramu has agreed the facts with the opinion of members of District Level

Scrutiny Committee, Ananthapuramu and has given approval upon the “Findings

of the District Level Scrutiny Committee” that Sri P.Lingappa S/o P.Nagappa,

resident of Gulapalyam village of Vajrakarur mandal belongs to the caste and

community of Kuruba (BC-B) and does not belongs to Madari Kurava (SC).

The caste certificate obtained by Sri P.Lingappa S/o P.Nagappa as Madari

Kurava (SC) is false one and liable for cancellation.

I have verified the records as well as the report of Revenue Divisional

Officer, Ananthapuramu and Deputy Director of Social Welfare, Ananthapuramu

and the report of District Level Scrutiny Committee and perused the documents

produced by the applicant. After perusing the above factors with a critical

view, I am convinced that the District Level Scrutiny Committee rightly recommended

and declaring that the caste of Sri P.Lingappa S/o P.Nagappa, resident of

Gulapalyam village of Vajrakarur mandal do belongs to the caste and community

of Kuruba (BC-B) and does not belongs to Madari Kurava (SC).
