Memo.No. FIN02-11033/18/2018-A SEC-DTA,- It is to inform that
Sri M. Venkateswara Rao while working as Senior Accountant in the O/o District
Treasury, Visakhapatnam was caught by ACB authorities during their surprise
check conducted on 31.03.1999 for having an amount of Rs. 10,532/- in his
possession for which he had no satisfactory account and the individual was awarded
with a punishment of stoppage of (3) Annual Grade Increments with cumulative
effect vide DTA’s Procgs. No.K(I)/23893/99-3, Dated: 24.03.2005. Later, the
Government vide G.O. Rt. No.2169 Finance (Admn.-III) Department, Dt: 30.04.2010
have modified the punishment of the individual as “for stoppage of one increment
with cumulative effect and with effect on pension”. Hence, the annual increment
due to the individual on 01.08.2005 has been withheld and subsequent increments
have been released with effect from 01.08.2006 after effecting the punishment
awarded to him and the punishment period for promotion had been completed
by 23.03.2007.

NOTIFICATIONS BY HEADS OF DEPARTMENTS Etc.,
Sri M.Venkateswara Rao who belongs to Treasury Unit, Visakhapatnam
was transferred to East Godavari District in the category of Senior Accountant
as per G.O.Ms.No.610, Dt.30.12.1985 vide DTA’s Procgs.No.Al/ 19761/2006,
Dt. 06.11.2008. However, the individual had continued in the Treasury’ Unit,
Visakhapatnam based on the stay orders of the Hon’ble APAT, Hyderabad in
O.A.No.9369 of 2008, Dt. 17.11.2008. Later, he had withdrawn his case filed in
the Hon’ble APAT and reported to duty on the F.N., of 27.08.2010 as Senior
Accountant at District Treasury Office, East Godavari at Kakinada
During the panel year 2007-08, the name of individual was passed over
initially because of punishment awarded for stoppage of (3) Annual Grade
Increments with cumulative effect vide DTA’s Procgs. No.K(I)/23893/99-3, Dated:
24.03.2005. Later, the punishment period of the individual was modified by the
Government vide G.O. Rt. No.2169 Finance (Admn.I) Department, Dt: 30.04.2010
as “for stoppage of (1) Annual Grade Increment with cumulative effect and with
effect on pension”. Consequently, his name was considered in the panel year
2010-2011 and he was promoted to the category of STO and reported to duty
on F.N., of 09.02.2011.
In view of the above position, Sri M. Venkateswara Rao, Sub Treasury
Officer, District Treasury, Kakinada, East Godavari District became eligible for
inclusion in the panel year 2007-08 and for notional promotion in the category
of Sub Treasury Officer from the date of promotion of his immediate junior
Sri K. Prabhu Das.
The Government vide reference 3rd cited have permitted to review the panel
for the year 2007-08 for assigning notional seniority to Sri M. Venkateswara Rao,
Sub Treasury Officer, District Treasury, Kakinada, East Godavari District w.e.f.
03.03.2008 on par with his immediate junior Sri K. Prabhu Das in the category
of Sub Treasury Officer by following due procedure as per Rule 24 of A.P.S&
S.S.Rules, 1996 and thereafter refer the matter to Government for relaxation of
Rule 33 (a) of A.P.S & S.S. Rules, 1996.
Consequent on proposed revision of panel of STO 2007-08 for assigning
notional seniority to Sri M. Venkateswara Rao, Sub Treasury Officer, District
Treasury, Kakinada, East Godavari District in the cadre of Sub Treasury Officer
on par with his immediate junior Sri K. Prabhu Das the following (85) Sub Treasury
Officers are likely to be affected.

In view of the above, the affected are requested to submit their objections
on the proposed notional seniority/promotion to Sri M. Venkateswara Rao, Sub
Treasury Officer, District Treasury, Kakinada, East Godavari District in the category
of Sub Treasury Officer on par with his immediate junior Sri K. Prabhu Das, if any,
within (15) days from the date of receipt of this memo, failing which it will be
construed that, they have no objections in the matter and further action will be
taken accordingly.
