ARTICLES OF CHARGES FRAMED AGAINST TO Smt. M. NIRMALA,

LIVESTOCK ASSISTANT, RURAL LIVESTOCK UNIT, JAYANTHIPURAM,

NANDIGAMA DIVISION, KRISHNA DISTRICT.

ORDER :

Charge Memo.No.10004/Vigilance Cell/G2/2016,- It is proposed to hold an

enquiry against Smt. M. Nirmala, Livestock Assistant, Rural Livestock Unit, Jayanthipuram,

Nandigama Division Krishna District in accordance with the procedure laid down in Rule 20

of the Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991.

The substance of the imputations of misconduct or misbehavior in respect of which

the inquiry is proposed to be held is set out in the enclosed statement of articles of

charges (Annexure. I). A list of documents by which, and a list of witnesses by whom,

the articles of charges are proposed to be sustained are also enclosed (Annexure-II).

Smt M.Nirmala, Livestock Assistant, Rural Livestock Unit, Jayanthipuram, Nandigama

Division Krishna District is directed to submit a written statement of her defence within

10 days of the receipt of this order.

Smt M. Nirmala, Livestock Assistant, Rural Livestock Unit, Jayanthipuram,

Nandigama Division, Krishna District is informed that an inquiry will be held only in

respect of these articles of charges as are not admitted. She should, therefore,

specifically admit or deny each article of charge.

NOTIFICATIONS BY HEADS OF DEPARTMENTS Etc.,

Smt M.Nirmala, Livestock Assistant, Rural Livestock Unit, Jayanthipuram,

Nandigama Division, Krishna District is further informed that if she does not submit her

written statements of defence on or before the date specified in para-3 above, further

action will be processed based on the material available.

Attention of Smt M.Nirmala, Livestock Assistant, Rural Livestock Unit,

Jayanthipuram, Nandigama Division Krishna District is invited to Rule 24 of Andhra

Pradesh Civil Services (Conduct) Rules, 1964 under which no Government servant

shall bring or attempt to bring any political or outside Influence to bear upon any

superior authority to further his interest in respect of matters pertaining to his service

under the Government. If any representation is received on her behalf from any

another person in respect of matter dealt with in these proceedings it wil be presumed

that Smt M.Nirmala, Livestock Assistant, Rural Livestock Unit, Jayanthipuram,

Nandigama Division, Krishna District is aware of such a representation and that it

has been made at her instance and action will be taken against her for violation of

Rule 24 of the Andhra Pradesh Civil Service (Conduct) Rules, 1964.

ANNEXURE - I

STATEMENT OF ARTICLE OF CHARGE FRAMED AGAINST SMT M.NIRMALA,

LIVESTOCK ASSISTANT. RURAL LIVESTOCK UNIT, JAYANTHIPURAM,

NANDIGAMA DIVISION, KRISHNA DISTRICT

ARTICLE - I: “THAT SMT M.NIRMALA, LIVESTOCK ASSISTANT, RURAL

LIVESTOCK UNIT, JAYANTHIPURAM, NANDIGAMA DIVISION KRISHNA DISTRICT

WAS UNAUTHORIZEDLY ABSENT FROM 18-07-2014 TO 02-02-2016 AND

TAMPERED ATTENDENCE REGISTER. THUS SHE VIOLATED THE RULE 4 (1)

OF ANDHRA PRADESH CIVIL SERVICES (CONDUCT), RULES 1964”.

Basis : As per the report submitted by the Joint Director (AH) Vijayawada vide Lr.Roc.

No.1705/B/2014, dated: 11-11-2016 that Smt M.Nirmala, Livestock Assistant Rural

Livestock Unit, Jayanthipuram, Nandigama Division Krishna District was unauthorizedly

absence from her duties from 18-07-2014 to 02-02-2016. She has also tampered

the attendance register which caused inconvenience in providing Veterinary Services

to the public. Hence this charge.

ARTICLE - II : “THAT SMT M.NIRMALA, LIVESTOCK ASSISTANT, RURAL

LIVESTOCK UNIT, JAYANTHIPURAM, NANDIGAMA DIVISION KRISHNA DISTRICT

HAS FAILED TO AI FEES AMOUNT SINCE 24-05-2014 AND MISUTILISED

THE GOVERNMENT MONEY WHICH IS UNBECOMING OF THE GOVERNMENT SERVANT

IN VIOLATION OF RULE 3 OF APCS (CONDUCT) RULE 1964.

Basis: As per the report submitted by Joint Director (AH) Vijayawada Lr.Roc.No.

1705/B/2014 dated: 11-11-2016 that, Smt M.Nirmala, Livestock Assistant, Rural

Livestock Unit, Jayanthipuram, Nandigama Division, Krishna District has failed to

remit A.I. Dues and not recorded A.I. fee amount since 24.05.2014 and not attending

the foot and mouth Vaccination programme and no entries since 01.10.2011 and

misutilise the Government money which is unbecoming of Government servant. Hence

this charge.

ARTICLE-III : “THAT SMT M.NIRMALA, LIVESTOCK ASSISTANT, RURAL

LIVESTOCK UNIT, JAYANTHIPURAM, NANDIGAMA DIVISION KRISHNA DISTRICT

HAS FAILED TO ATTENT FOOT AND MOUTH VACCINATION PROGRAMME

AND ENTRIES WERE NOT MADE SINCE 01-10-2014 AND NOT UPDATE THE

MEDICINES CENTRAL STOCK REGISTER AND SUNANDINI CALF FEED REGISTER

WHICH IS HIGHLY IRREGULAR AND UNBECOMING OF GOVERNMENT SERVANT

IN VIOLATION OF RULE 3 OF APCS (CONDUCT) RULES 1964.

Basis: As per the report submitted by the Joint Director (AH) Vijayawada vide Lr.Roc.

No.1705/B/2014, dated: 11.11.2016 that Smt M.Nirmala, Livestock Assistant, Rural

Livestock Unit, Jayanthipuram, Nandigama Division, Krishna District is not

attending the foot and mouth vaccination programme for which entries were not

made since 01.10.2011 and not updated the medicines central stock register and

sunandini Calf feed register she has entered only six names of sunandini

beneficiaries recorded out of 32 calves enrolled. Which is highly irregular and

unbecoming of Government service. Hence this charge.

ARTICLE-IV : “THAT SMT M.NIRMALA, LIVESTOCK ASSISTANT, RURAL

LIVESTOCK UNIT, JAYANTHIPURAM, NANDIGAMA DIVISION KRISHNA DISTRICT

HAS TAMPERED THE ATTENDANCE REGISTER AND DISOBEYING THE

INSTRUCTIONS OF HIGHER OFFICERS WHICH IS UNBECOMING OF

GOVERNMENT SERVANT IN VIOLATION OF RULE (3) OF APCS (CONDUCT)

RULES OF 1964.

Basis: As per the report submitted by the Joint Director (AH) Vijayawada vide Lr.

Roc.No. 1705/B/2014, Dated: 11.11.2016 that Smt M.Nirmala, Livestock Assistant,

Rural Livestock Unit, Jayanthipuram, Nandigama Division, Krishna District has

tampered the attendance register and signed against the absent marked by the

Veterinary Assistant Surgeon on 17/05/2014 to 25-05-2014 and not obeying the

instructions of higher authorities which is unbecoming of Government servant. Hence

this Charge.
