Govt. Memo. No.4225/Vig.l/A1/2011,- It was brought to the notice of the
Government that in the reference 1st cited, the Commissioner & Director of Agriculture,
Hyderabad has initiated disciplinary action against Sri D.Rambabu, A.O., Chatrai Mandai,
Krishna District for absconding from duty for his staying away from duty willfully and
un-authorisedly from 1-5-2006 F.N. Accordingly, one charge is farmed against him
under APCS (CCA) Rules, 1991 and he was directed to submit written statement
of defence. But the charge Memo was returned back un-served. Therefore, the charge
memo was got it published in the A.P.Gazette, Dt: 27-12-2007. Since no reply was

NOTIFICATIONS BY HEADS OF DEPARTMENTS Etc.,
received from the Charged Officer within the stipulated period. The Dy. Director of
Agriculture (Agro), office of the JDA, Krishna @ Machilipatnam was appointed as inquiry
Officer to inquire into the charges. The inquiry officer conducted the inquiry and
submitted the inquiry report exparte, as the Charged Officer has not attend the enquiry.
The Inquiry officer in his report has held the charge framed against Sri D.Rambabu, A.O.,
as proved.
A copy of the inquiry report was communicated to Sri D.Rambabu, A.O., Chatrai
Mandal, Krishna District as per rule 21 (2) of A.P.C.S. (CC&A) Rules, 1991 and directed her
to make a representation, if any, on the findings of Inquiry Officer. But the same was
returned back un-served. Therefore, the inquiry report was got it published in the A. P.
Gazette, Dt: 2-9-2010.
The Commissioner & Director of Agriculture, Hyderabad, vide reference 7th cited
has furnished the proposal to Government to impose the penalty of ‘removal from
service’ against the Charged Officer for staying away from the duty willfully and
un-authorisedly from 1-5-2006 F.N. as per the norms of G.O.Ms.No.260, General
Administration (Ser.C) Department, Dated: 4-9-2003.
Government have examined the proposal of the Commissioner & Director of
Agriculture, Hyderabad, with reference to the records available and decided to
impose a penalty of removal from service against Sri D.Rambabu, A.O., Chatrai
Mandal, Krishna District for the charge held proved against him.
The Government, after careful examination of the matter with reference to the
material on record have observed that the Commissioner & Director of Agriculture,
Hyderabad has initiated disciplinary action against Sri D.Rambabu, A.O., Chatrai
Mandal, Krishna District for absconding from duty for his staying away from duty
willfully and un-authorisedly from 1-5-2006 F.N. Hence, the Govt. has provisionally
decided to impose the punishment of ‘Removal from Service’ against
Sri D.Rambabu, A.O., Chatrai Mandal, Krishna District. He is therefore, directed to
show cause as to why the said penalty should not be imposed against him, within
15 days from the date of receipt of this memo. If no representation is received
within the stipulated time, it will be construed that he has no representation to
submit and further action will be taken based on the material available with the
Government.
