1. It is proposed to hold an enquiry against Sri K.Mahalingappa, DEE PR of

Zone- IV is entitled for disciplinary action in accordance with the procedure

laid down in Rule 20 of the A.P. Civil Services (Classification, Control and

Appeal) Rules, 1991.

NOTIFICATIONS BY GOVERNMENT

2. The substance of the imputations of misconduct or misbehavior in respect of

which the inquiry is proposed to be held is set out in the enclosed statement

of articles of charges (Annexure-I). A list of documents by which, and a list of

witnesses by whom, the articles of charges are proposed to be sustained are

also enclosed (Annexure-II & III).

3. Sri K.Mahalingappa, DEE PR of Zone-IV is directed to submit a written statement of

his defence, within 15 days of the receipt of this order.

4. Sri K.Mahalingappa, DEE PR of Zone-IV is informed that an inquiry will be held only

in respect of those articies of charges as are not admitted. He should, therefore,

specifically admit or deny each article of charge.

5. Sri K.Mahalingappa, DEE PR of Zone-IV is further informed that if he does not

submit his written statement of defense on or before the date specified in para-3

above further action will be processed based on the material available.

6. Attention of Sri K.Mahalingappa, DEE PR of Zone-IV is invited to Rule 24 of the A.P.

Civil Services (Conduct) Rules, 1964, under which no Government servant shall

bring or attempt to bring any political or outside influence to bear upon any superior

authority to further his interests in respect of matters pertaining to his service under

the Government. If any representation is received on his behalf from another person

in respect of any matter dealt with in these proceedings it will be presumed that Sri

K.Mahalingappa, Dy.Executive Engineer, PR of Zone IV is aware of such a

representation and that it has been made at his instance and action will be taken

against him for violation of Rule 24 of the A.P. Civil Services (Conduct) Rules, 1964.

The receipt of the Memorandum may be acknowledged.

STATEMENT SHOWING THE ARTICLE OF CHARGES FRAMED AGAINST

SRI K. MAHALINGAPPA, DEE, PR OF ZONE-IV

CHRGE:

That Sri K.Mahalingappa, DEE, PR of Zone-IV while working in the

O/o Superintending Engineer(PR) Ananthapuram has taken the Service Register from

the O/o. Engineer-in-chief, PR, Hyderabad on 02.12.2013 and the same was not

handed over in the O/o. SE, PR, Anantapuramu, duly keeping the same with him and

acted in contravention of Rule 3 of APCS (Conduct) Rules, 1964.

BASIS:

Sri K.Mahalingappa, DEE, O/o Superintending Engineer, PR, Ananthapuramu

has taken the Service Register frtfm the O/o. Engineer-in-chief, PR, Hyderabad on

02.12.2013 and the same was not handed over in the O/o. SE, PR, Anantapuramu,

duly keeping the same with him. Vide T/o. Memo No. Vig.(4)/1081/2007,

Dated: 22.03.016, he was directed to hand over the Service Register in the O/o. SE,PR,

Anantapuramu for onward submission to the DTO, Anantapuramu. Again vide

T/o. Memo Dated: 06.01.2017, he was directed to handover the SR in the O/o. SE,

PR, Anantapuramu, otherwise necessary disciplinary action will be initiated against

him as per rules. But he has failed to hand over the same in the O/o. SE, PR,

Anantapuramu till today.

Hence the Charge.
