In the reference 1 ^st cited, the Assistant Commissioner, Endowments

Department. Kurnool has reported that Sri P. Chandrasekhara Achari, Junior Assistant,

O/o the Assistant Commissioner, Endowments Department, Kurnool has been absent

from duty unauthorisedly since 01.12.2008, that is whereabouts are not known and

requested to take necessary action in the matter.

In the reference 2^nd cited, a show cause notice was issued by this office to the

individual calling for his explanation for his unauthorized absence from duty and

also as to why he should not be terminated from service as per rules in force

prescribed In G.O.Ms.No. 260, Gen Adm (Ser.C) Dept., Dt: 04 09 2003. The said

notice was submitted to the District Collector, Kurnool requesting to publish the

same in District Extra Ordinary Gazette.

In the reference 3^rd cited, departmental proceedings were initiated against

Sri P.Chandrasekhara Achari, Junior Assistant as per Rule 20 of the A.P. Civil Services

(C.C.A) Rules 1991 duly framing articles of charges, As per the rules framed

in A.P. Fundamental Rules., if an employee is not available in the last address given

by him the charge memo should be got published in the A. P. Gazette and inquiry

should be conducted ex-parte for taking necessary action against him Accordingly,

the charge issued by this office in Memo.No.A1/4341/2008 Estt., Dt: 26.07.2017 was

published in the A.P. Extra Ordinary Gazette in W. No.19, Dt:12.05.2017

No explanation has been received from the delinquent In this regard.

In the reference 4^th cited, an enquiry officer was appointed under Rule 20 of

the A.P Civil Services (C.C.A) Rules 1991 to enquire into the charges framed

against Sri P.Chandrasekhara Achari, Junior Assistant, O/o the Assistant Commissioner,

Endowments Department, Kumool.

In the reference 5^th cited, the Enquiry Officer has submitted his enquiry report

in the matter with findings that all the charges framed against Sri P. Chandrasekhara Achari,

Junior Assistant, O/o the Assistant Commissioner, Endowments Department, Kurnool

have been held proved.

After careful examination of the proved charges and in view of gravity of

irregularities, it is proposed to inflict the penalty of removal from service upon

Sri P. Chandrasekhara Achari, Junior Assistant, O/o the Assistant Commissioner,

Endowments Department, Kurnool as per Rule 9 (ix) of A.P Civil Services (C.C.A)

Rules 1991, for his willful absence from duties since 01.12.2008 to till date

in terms of G O.Ms.No.260 Gen Adm (Ser.C) Dept., Dt: 04.09.2003.

Sri P.Chandrasekhara Achari, Junior Assistant, O/o the Assistant Commissioner,

Endowments Department, Kurnool is therefore directed to show cause, as to why the

penalty of removal from service should not be inflicted upon him for his misconduct i.e.,

willful absence from duties since 01.12.2008 to till date and dereliction of duties.

He should file his written statement of defence if any, within 15 days from the

date of receipt / publication of this notice failing which it will be deemed that he

has no explanation to offer and final orders will be passed basing on the material

available on record.
