Rc.No.6609 / VC.III.A / 2014.- It is proposed to hold an inquiry Dr. K. Rajasekhar,
CAS Specialist, Area Hospital, Pulivendula, Kadapa district on certain complaints has
been posted to CAS at CHC, Sunnipenta, Kurnool district, pending disciplinary
action in accordance with the procedure laid down in Rule 3 of the APCS (CCA)
Rules, 1991.
The substances of imputations of certain complaints has been posted in
respect of which the inquiry is proposed to be held is set out in the enclosed
statement of articles of charges, a list of documents by which, and a list of
witnesses by whom, the articles of charges are proposed to be sustained are
also enclosed.
Dr. K. Rajasekhar, CAS Specialist, Area Hospital, Pulivendula, Kadapa district is
directed to submit within (10) days of receipt of this order, a written statement of defence.
Dr. K. Rajasekhar, CAS Specialist, Area Hospital, Pulivendula, Kadapa district
informed that an inquiry will be held only in respect of those articles of charges as
are not admitted. He should therefore specifically admit or deny each article of charges.

Dr. K. Rajasekhar, CAS Specialist, Area Hospital, Pulivendula, Kadapa district
is further informed that if he does not submit his written statement of defence on or
before the date specified in para-3 above further action will be processed based
on the material available.
Attention of Dr. K. Rajasekhar, CAS Specialist, Area Hospital, Pulivendula,
Kadapa district is invited to Rule 3 of the APCS (Conduct) Rules, 1964 under
which no Government Servant shall bring political or outside influence to bear
upon any superior authority to further his interest in respect of the matters pertaining
to his service under the Government. If any representation is received on his behalf
from another person in respect of any matter dealt within proceedings, it will be
presumed that Dr. K. Rajasekhar, CAS Specialist, Area Hospital, Pulivendula, Kadapa
district is aware of such representation and that it has been made at his instance
and action will be taken against him for violation of Rule 3 of APCS (Conduct)
Rules, 1964.

ANNEXURE - I
ARTICLES OF CHARGES FRAMED AGAINST Dr. K. RAJASEKHAR, CAS SPECIALIST,
AREA HOSPITAL, PULIVENDULA, KADAPA DISTRICT.
Articles-1
That Dr. K. Rajashekahr, CAS Specialist has issued orders to Dr. K. Subbarayudu,
CSS, Area Hospital, APPVVP Pulivendula who retired from the service at the age of
superannuation on 30.4.2013, which is a higher cadre to him relieving from the service
without authorization of the higher authorities. Thereby he failed to maintain absolute
integrity and discipline and exhibited behaviour unbecoming of Govt. Servant and
violated Rule 3 of APCS (conduct) Rules 1964.
Articles-2
That he admitted Smt. S. Sharmila, Radiographer (contract) Area Hospital,
APVVP, Pulivendula who proceeded on (3) months leave from October, 2012 to
December, 2012 on 1.1.2013 without permission of DCHS APVVP, Kadapa. Thereby
he failed to maintain absolute integrity and discipline and exhibited behaviour
unbecoming of Govt. Servant and violated Rule 3 of APCS (conduct) Rules 1964.
Articles-3
That he is harassing the staff of the institution with un-parliamentary language
and he has caused for indiscipline in the Area Hospital, Pulivendula, Kadapa district.
Thereby he failed to maintain absolute integrity and discipline and exhibited
behaviour unbecoming of Govt. Servant and violated Rule 3 of APCS (conduct) Rules 1964.

Articles-4
That the sanitation of the hospital is very poor and he maintained case sheets,
diet books in wards are very defective due to lack of his proper supervision.
Thereby he failed to maintain absolute integrity and discipline and exhibited
behaviour unbecoming of Govt. Servant and violated Rule 3 of APCS (conduct)
Rules 1964.
Articles-5
That he called for the staff to his home on duty hours from 10.00 am to 12.00 noon
and public are not able to get service of staff during the duty hours Thereby he
failed to maintain absolute integrity and discipline and exhibited behaviour
unbecoming of Govt. Servant and violated Rule 3 of APCS (conduct) Rules 1964.
ANNEXURE - II
STATEMENT OF IMPUTATIONS OF MISCONDUCT AND MISBEHAVIOUR IN SUPPORT
OF ARTICLES OF CHARGES FRAMED AGAINST Dr. K. RAJASEKHAR, CAS
SPECIALIST, AREA HOSPITAL, PULIVENDULA, KADAPA DISTRICT.
The DCHS, Kadapa has informed that Dr. K. Rajasekhar, CAS Specialist while
working at CHC, Area Hospital, Pulivendula, Kadapa district has committed
several irregularities inspite of suggestion given by AFO and DCHS Kadapa for time
to time during past 6 months.
Since Dr. K Rajashekar, CAS Spl. acting him self as Medical Superintendent
of AH, Pulivendula from 1.5.2013 onwards and complaints against him are from pubic,
media and staff of AH, Pulivendula.
The staff, Staff Nurse and Doctors of AH, Pulivendula complained in written
against of Dr. K. Rajashekar, CAS Spl to DCHS , Kadapa.
When DCHS Kadapa inspected the AH, Pulivendula on 26.6.2013, it has been
found that sanitation of the hospital is very poor maintance of case sheets and
diet books inwards are very defective due to lack of proper supervision of
Dr. K. Rajashekar CAS Spl. as incharge Superintendent.
