ORDER:
The Director of Employment and Training, Andhra Pradesh, Vijayawada, vide
1st read above, stated that the tools, machinery and equipment for Rs.403.86 lakh
were purchased through e-procurement for 4 Govt. I.T.Is., i.e., Govt.ITI,
Vijayawada, Govt. ITI, BNR Pet, Govt. ITI, Vemula and Govt. ITI, AS Pet under
NABARD Scheme (RIDF-XXIII) in the F. Y. 2018-’19. An amount of Rs. 208.83 lakh
was outstanding from the F.Y. 2018-‘19, for which the suppliers were pressing for
payment. The DE&T vide 2nd read above stated that an amount of Rs.195.03 lakh
was already paid to the suppliers in previous financial years.

The Finance Dept. have issued Budget Release Order, vide reference 5th read
above, for Rs.1,84,00,000/- (Rupees One Crore and Eighty Four Lakh only) as
additional funds in relaxation of treasury control and quarterly regulation orders
pending provision of funds obtaining supplementary grants at an appropriate time
during the C.F.Y. 2022-‘23, towards clearing the pending bills for procurement of
Tools, machinery and equipment for the works sanctioned by NABARD under RIDF-
Tranche XXIII (2017-18).
4. Government, after careful examination of the matter, hereby, accord
administrative sanction Rs.1,84,00,000/- (Rupees One Crore and Eighty Four Lakh
only) to the Director of Employment and Training, A.P., Vijayawada as additional
funds in relaxation of treasury control and quarterly regulation orders pending
provision of funds obtaining supplementary grants at an appropriate time during
the C.F.Y. 2022-‘23, towards clearing the pending bills for procurement of Tools,
machinery and equipment for the works sanctioned by NABARD under RIDF-
Tranche XXIII (2017-18) under the following Head of Account:
