In the reference 1

read above, instructions were issued for Monitoring Loans and

Guarantees given by the State Government to various Corporations and other institutions as

follows:

"As far as Guarantees are concerned, afier all formalities of sanctions are completed by

the concerned department, the guarantee deed will be executed by the Additional

Secretary ^{to Government, Finance and Planning (Finance Wing-Budget) department. An}

explicit ^{mention to this} effect ^{will be made in the G.0. sanctioning the guarantee. A}

Standard guarantee proforma will be evolved in consultation with the Law Department

which will be fjurnished to all Departments in due course. Any guarantee singed by any

other Department/Oficer will not be construed as guarantee binding the government in

the proposed action.
