ORDER:

In the reference 1^st and 3^rd read above, the Director General of Police, Andhra

Pradesh has informed that under 15^th Finance Commission Grants, an amount of

Rs. 6591.20 Cr has been allotted to Andhra Pradesh for State Disaster Response Fund

for the Award period from 2021-2026. This grant to be utilized for the development of

Andhra Pradesh State Disaster Response Force Head Quarters and Training Centre

strictly as per the guidelines of Ministry of Home Affairs, Government of India.

2. The Director General of Police, Andhra Pradesh, has submitted the Revised

Detailed Project Report (DPR) for an amount of Rs. 99.73 Cr to Government for its

approval and to accord Administrative Sanction. On approval, the Director General of

Police, Andhra Pradesh has requested to release the amount of Rs. 99.73 Cr to Andhra

Pradesh Police under the HoA: 4055 - 00-207-11 – 04 -530-531 in the phased manner

for a period of 4 years as shown below.

In the circumstances reported by the Director General of Police, Andhra Pradesh

and after careful examination of the matter, Government hereby accord approval for the

revised Detailed Project Report (DPR) and accord sanction for construction of State

Disaster Response Force Head Quarters and Training Centre at Kondapavuluru Village,

Gannavaram (M) with the estimated cost of Rs 99.73 crores under normal State Plan

funds (as per guidelines of MHA) in the phased manner as mentioned at para-2 above

for a period of 4 years, subject to attend the following observations:

(i) Price escalation is made in the DPRs of all works, which need not have been made,

as payment of price escalation to the contractor can be made without reference to the

provision in the estimate and can be taken care @ RE level as per actual expenditure

incurred on this vide GO Ms. No.62 WR (Reforms) Dept Dt.30.11.2021.

(ii) Administrative charges are made @10%, the same may be justified with the relevant

authority.

(iii) Tender premium provided in the estimate of compound wall, which need not be

made, for ensuring real cost of the work.

(iv) The labour cess is to be borne by the Contractor, hence this inbuilt component in

the DPRs as stated by the Department shall be deleted.

5. The Director General of Police, Andhra Pradesh, Mangalagiri shall take further

necessary action in the matter.
