The 1st February, 2025
No. PD/INVEST-55/2025/54.—The Governor of Arunachal Pradesh is pleased to order the establishment
of a dedicated window called Youth Empowerment Sphere (YES Arunachal) in Arunachal Pradesh Innovation
and Investment Park (APIIP) under Investment Division of Finance, Planning and Investment Department,
Government of Arunachal Pradesh. Youth Empowerment Sphere (YES Arunachal) will facilitate youths of
the State for information dissemination about various Central and State schemes being implemented by
various departments which are directly or indirectly related to youths and it will sensitize youths how to
apply and avail benefits provided in the schemes. A pool of expert will be put up at APIIP to facilitate this
unique initiative.
The key role of YES Arunachal may be summarized as follows :
Mapping of the Central and State schemes that are relevant for the youth.
Sensitizing the youth about the benefits of the said schemes.
Providing handholding support to the youth to access the benefits of the schemes.
Bridge between the State Government and Youths.
The Youth Empowerment Sphere (YES Arunachal) shall come into force from the date of issue of this
notification.

Branch) No. Budget-77/12/2021 (Com. No. 31862), dated 29th January, 2025 the departments, who have
already purchased vehicles (Innova/Scorpio N/XUV 700) for their respective Hon’ble Minister against fund
allocated during financial year 2024-2025, shall place the vehicles under the disposal of Secretariat
Transport Department immediately.
Further, the offices of Hon’ble Ministers shall return the old Fortuner vehicles under their disposal as soon
as they are replaced by newly procured Fortuner vehicles. Allotment of new Fortuner shall be subject to the
surrender of both Innova/Scorpio N/XUV 700 and Fortuner vehicles. The returned Fortuner vehicles shall be
placed under disposal of Protocol Department for VVIP/VIP duties in the Districts.
