NOTIFICATION
The 8th March, 2023
No. MED/NS/02/2022.—. WHEREAS, there has never been any Roster maintain for directly recruited
posts like Nursing Officer, Clinical Instructor and Public Health/Health and Wellness Officer and ANM.
WHEREAS, the four member committee constituted vide No. MED/NS/02/2022, dated 7th June, 2022,
has recommended for initiation of 100 points Roster for the posts stated above with effect from August, 2017
just after the regularization of Contractual Nurses working under NHM in compliance of Cabinet decision
No. CAB/M-16/2016/45-66, agenda No. 18 date 12th January, 2017.
NOW, THEREFORE, the Roster shall be maintained with following points;
1.
Date of 100 points Roster shall be effect from 1st August, 2017 onwards.
2.
The Roster of 20:80(1:4) shall be maintained as per Government norms notified from time to time.
3.
The Reservation shall be as per Government norms, notified from time to time.
(a)
The 4%Reservation for PWD as per PWD Act. 2016 and 5% for meritorious Sports person shall be
maintained.
(b)
However nursing being unique profession, the Reservation percentage for PWD shall be limited to
40-50% locomotors disabilities only as per Indian Nursing Council Guidelines.
4.
In case of non-availability of person under reservation stated at Sl. No. 3 above , the post shall be
absorbed under general quota.
5.
In case of ANM, Sl. No. 2 shall not be applicable as all ANM at Village be domicile of area as per INC
Guidelines.
THEREFORE, any appointment and promotions of all categories of Nurses shall strictly be maintained
accordingly herein after.

The appointment shall be for a period of 3 (three) years or until she attains the age of 65 years,
whichever is earlier.
(b)
After expiry of the term of her office, she shall not be eligible for further employment or any assignment
in any of the Private Educational Institutions within Arunachal Pradesh or their associate offices
or companies within or outside Arunachal Pradesh for a period of 3 years, as per provision of the
Act, 2017.
(c)
The appointment shall be for a period of 3 (three) years from the date of joining in the Arunachal
Pradesh Private Educational Institutions Regulatory Commission. The deputation is however, liable
to be terminated at any time without assigning any reason, if so desired by the appointing authority
as per rule.
(d)
The department will accept the liabilities for payment of leave salary contribution and pension
contribution if any at the appropriate rate during the period of deputation.
(e)
The appointee shall join in the Arunachal Pradesh Private Educational Institutions Regulatory
Commission within one month from the date of issue of this order failing which her appointment
order shall automatically stand cancelled.
The Appointment will be further subject to:-
(1)
Production of medical fitness certificate from the Medical Board authorized by the Government of
Arunachal Pradesh. However, those who are already in Government Service need not to produce a
fresh Medical certificate.
(2)
Submission of declaration in the form (Annexure – I) enclosed and in the event of the candidate
having more than one spouse the appointment will be subject to her being exempted from the
relevant Rules of CCS (Conduct) Rules, 1964.
(3)
Taking an oath of allegiance/faithfulness to the Constitution of India (or making of a solemn affirmation
to that effect in the prescribed form on joining).
(4)
Production of the release order/NOC from the previous employer (applicable in the case of persons
who are already in Government Service).
(5)
If any declaration given or information furnished by the candidate proves to be false or if the candidate
is found to have willfully suppressed any material fact, he/she will be liable to be removed from
service and such other action as may be taken by the Government as deemed fit.
(6)
No travelling allowance will be allowed for joining the place or posting.
The appointment is made against the statutory post created by virtue of the Arunachal Pradesh Private
Educational Institutions Regulatory commission Act, 2017 published in the official Gazette No. 117 Vol. XXIV
dated 26th April, 2017.

Subject :- Empowering the Deputy Commissioner of the respective District to suspend the subordinate
officers of various departments in the District.
No. AR-33/2/2025-SECT.-1-AR(Comp No. 219757).— WHEREAS, Instances of misconduct by various
Officers serving in the Districts have come to the notice of the Government;
AND WHEREAS, despite such misconduct, the Deputy Commissioners are not empowered to place
such officers under suspension which hampered the smooth functioning of the administrative works in the
Districts;
AND WHEREAS, Rule 10 (1) of the Central Civil Services (Classification, Control and Appeal) Rules,
1965 provides that “The Appointing Authority or any authority to which it is subordinate or the Disciplinary
Authority or any other authority empowered in that behalf by the Governor, by general or special order, may
place a Government servant under suspension”.
NOW, THEREFORE, in exercise of the powers conferred under Rule-10 (1) of the Central Civil Service
(Classification, Control and Appeal) Rules, 1965 as amended from time to time, the Governor of Arunachal
Pradesh is pleased to empower the Deputy Commissioners of the respect District to place the subordinate
officers of various Departments, under suspension (except All India Service Officer, Arunachal Pradesh Civil
Service Officers, Arunachal Police Service Officers and Arunachal Pradesh Forest Service Officers) posted in
the Districts, subject to following conditions:-
(I)
The suspension should be based upon a Preliminary Inquiry that has been caused to be conducted
by the Deputy Commissioner on the alleged misconduct of the Subordinate Officer.
(II)
The Deputy Commissioner should satisfy himself/herself about the necessary requirements for
suspending the officer, as specified in Rule-10 (1) of the Central Civil Services (Classification, Control
and Appeal) Rules, 1965 as amended from time to time.
(III) The Deputy Commissioner shall report the facts of each case clearly specifying the specific causes
of misconduct and the reasons warranting immediate suspension to the concerned Disciplinary
Authority along with the report of the Preliminary Inquiry with a copy to the concerned Principal
Secretary/Commissioner/Secretary of the Department, not later than fifteen days from the date of
suspension.
(IV) The Competent Disciplinary Authority on receipt of the report from the Deputy Commissioner shall
review and consider the report and pass an appropriate order, either confirming the suspension or
nullifying the suspension order issued by the Deputy Commissioner within thirty days of the issuance
of suspension order by the Deputy Commissioner.
(V) The suspension shall become ab initio void unless confirmed by the Competent Authority within a
Period of one month from the date of the orders and the suspension shall formally revoked by the
concerned Deputy Commissioner under Rule 10 (5) (c) of the Central Civil Services (Classification,
Control and Appeal) Rules, 1965 in such circumstances.
(VI) The Deputy Commissioner shall, within three months (90 days) of issuance of the suspension order,
send a draft charge sheet to the concerned Disciplinary Authority with specific Article of Charges and
the substance of the imputations of misconduct or misbehavior into distinct articles of charge(s) in the
prescribed format under Central Civil Services (Classification, Control and Appeal) Rules, 1965 along
with necessary evidence to hold an inquiry or initiating Disciplinary proceedings/Departmental
proceedings against the Government servant under Rule 14 of the Central Civil Services (Classification,
Control and Appeal) Rules, 1965.

notification, except as respect things done or omitted to be done before such supersession, the Governor of
Arunachal Pradesh is pleased to make the following rules to regulate the method of recruitment to the post (s)
of Field Assistant, Group-C, Non-Gazetted (Non-Ministerial) in the Department of Land Management under
the Government of Arunachal Pradesh, namely: -
1.
Short title and commencement : (i) These rules may be called “The Recruitment Rules for the post
of Field Assistant, 2025”.
(ii) They shall come into force on the date of their publication in the Arunachal Pradesh Gazette.
2.
These rules shall apply to the posts as specified in column 1 of the Schedule annexed to these
rules.
3.
Number of posts, classification and Pay Level in the Pay Matrix: The number of posts, their
classification and Pay Level in the Pay Matrix attached thereto shall be as specified in column 2 to 4 in
the Schedule aforesaid.
4.

respect to any class or category of persons.
7.
Repeal and saving: All rules and procedures corresponding to these rules and procedures in force
immediately before the commencement of these rules are hereby repealed, provided that any order made
or action taken under the rules so repealed shall be deemed to have been validly made or taken under the
corresponding provisions of these rules.
Nothing in these rules shall affect reservation/relaxation of age limit and other concessions required to be
provided for the Arunachal Pradesh Scheduled Tribes and other special categories of persons in accordance
with the orders issued by the Government of Arunachal Pradesh from time to time in this regard.

309 of the constitution of India, and in supersession of all recruitment rules notified prior to this notification,
except as respect things done or omitted to be done before such supersession, the Governor of Arunachal
Pradesh is pleased to make the following rules to regulate the method of recruitment to the post (s) of Mandal,
Group-C, Non-Gazetted (Non-Ministerial) in the Department of Land Management under the Government of
Arunachal Pradesh, namely: -

Short title and commencement : (i) These rules may be called “The Recruitment Rules for the post
of Mandal, 2025”.

They shall come into force on the date of their publication in the Arunachal Pradesh Gazette.

These rules shall apply to the posts as specified in column 1 of the Schedule annexed to these
rules.
3.
Number of posts, classification and Pay Level in the Pay Matrix:- The number of posts, their

the Schedule aforesaid.
4.

Disqualification: No person-

Repeal and saving: All rules and procedures corresponding to these rules and procedures in force
immediately before the commencement of these rules are hereby repealed, provided that any order made
or action taken under the rules so repealed shall be deemed to have been validly made or taken under the
corresponding provisions of these rules.

They shall come into force on the date of their publication in the Arunachal Pradesh Gazette.
2.
These rules shall apply to the posts as specified in column 1 of the Schedule annexed to these
rules.
3.
Number of posts, classification and Pay Level in the Pay Matrix : The number of posts, their
classification and Pay Level in the Pay Matrix attached thereto shall be as specified in column 2 to 4 in
the Schedule aforesaid.
4.
Method of recruitment, age limit and other qualifications etc : The method of recruitment to the
said post, age limit, educational qualifications and other matter relating thereto shall be as specified in
column 5 to 13 of the Schedule aforesaid.
5.
Disqualification : No person-
(a)
who has entered into or contracted a marriage with a person having a spouse living, or
(b)
who having a spouse living has entered into or contracted a marriage with any person shall be
eligible for the appointment to the said posts.
Provided that the Governor of Arunachal Pradesh may, if satisfied that such marriage is
permissible under the personal Law applicable to such person and the other party to the marriage
and there are other grounds for so doing, exempt any person from the operation of this rules.
6.
Power to relax : Where the Governor of Arunachal Pradesh is of the opinion that it is necessary or
expedient so to do, he may, by order for reasons to be recorded in writing and observing the procedures
as prescribed under OM No. AR-89/2012 dated 6th March, 2013 and in consultation with the Commission
relax any provisions of these rules with respect to any class or category of persons.
7.
Repeal and saving : All rules and procedures corresponding to these rules and procedures in force
immediately before the commencement of these rules are hereby repealed, provided that any order made
or action taken under the rules so repealed shall be deemed to have been validly made or taken under the
corresponding provisions of these rules.
Nothing in these rules shall affect reservation/ relaxation of age limit and other concessions required to
be provided for the Arunachal Pradesh Scheduled Tribes and other special categories of persons in accordance
with the orders issued by the Government of Arunachal Pradesh from time to time in this regard.

No. AR/100/2024-US-1-AR./261.—In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, the Governor of Arunachal Pradesh is pleased to further amend the Recruitment to the
posts of Assistant Engineer Rules, 2005 (hereinafter referred to as the Principal Rules) under the Government
of Arunachal Pradesh, namely: -
1.
Short title and commencement : (1) These rules may be called the Recruitment to the posts of
Assistant Engineer (Aamendment) Rules, 2025.
(2)
They shall come into force on the date of their publication in the Arunachal Pradesh Gazette.
2.
Amendment of Rule : In the Principal Rules, in Rule 3, for the existing entries, “Scale of Pay”, the
entries, “Level in the Pay Matrix” shall be substituted.
3.
Amendment of the Schedule : (i) In the Principal Rules, in the Schedule, for the existing entries in
Column No. 4 the entries “Level 10 ` 56,100- ` 1,77,500” shall be substituted.
(ii)
In the Principal Rules, in the Schedule, for the existing entries in Column No. 5 the entries “Selection”
shall be substituted.
(iii)
In the Principal Rules, in the Schedule, for the existing entries in Column No. 6 the entries “Between
18 and 35 years with 5 (five) years relaxation to candidates belonging to Arunachal Pradesh Schedule
APST" shall be substituted.
(iv) In the Principal Rules, in the Schedule, Column No. 7 shall be omitted.
(v)
In the Principal Rules, in the Schedule, Column Numbers 8, 9, 10, 11, 12,13 and 14 shall be
rearranged as 7, 8, 9, 10, 11, 12, and 13 respectively.
(vi) In the Principal Rules, in the Schedule, for the existing entries in Column No. 10 the entries “(i) 50%
by promotion as prescribed at column 11 and (ii) 50% by Direct Recruitment on the basis of merit
adjudged through Common Examination Scheme conducted by the Arunachal Pradesh
Public Service Commission (APPSC) as per the Notification No. AR-27012/2/2022 SECT-1 AR,
dated 14th August, 2023 as amended from time to time and the Notification No. AR-11011/5/2025
SECT-1 AR dated 9th April, 2025, as amended from time to time” Shall be substituted.
(vii) In the Principal Rules, in the Schedule, for the existing entries in Column No. 11, the entries “50%
by promotion from amongst the Junior Engineers of the Department who have rendered 10 (ten)
years of regular service in the grade and have passed Accounts Examination in the grade of Junior
Engineer” shall be substituted.
(viii) In the Principal Rules, in the Schedule, for the existing entries in Column No. 12, the followning
entries shall be substituted, namely;
