The 9th November, 2022
No. DWCD/43/2022.—Consequent upon creation of 1 (one) new district viz. Lower Siang curving out
from the existing adjoining districts of West Siang and East Siang, re-arrangement of ICDS Projects falling
under Lower Siang District and adjoining District of East Siang is necessitated for smooth implementation
of Mission Saksham and Poshan 2.0 in the State of Arunachal Pradesh.
Therefore, Administrative Approval is hereby accorded for inclusion of Ramle Bango ICDS Project with
73 (seventy three) Anganwadi Centres in Lower Siang District. Consequent upon the said inclusion, Lower
Siang District would comprise of 3 (three) ICDS projects viz. Gensi, Likabali and Ramle Bango and East
Siang District would comprise of 3 (three) ICDS Projects viz. Pasighat, Mebo and Ruksin.
The District-wise ICDS Cells with number of ICDS projects and Anganwadi Centres, after the aforementioned
re-arrangement, are as shown below:

1.
The appointee shall be on probation for a period of 02 (two) years as per APHS rule-2000 section
10(1) from the date of joining. Appointment will be confirmed only after satisfactory completion of
the probation period.
2.
The appointee should report his respective place(s) of posting within one month from the date of
issue of this order, failing which it will be presumed that he is not willing to join the post and
accordingly the appointment will stand cancelled.
3.
The appointment carries with the liabilities to serve in any part of Arunachal Pradesh as per
Government order.
4.
If any declaration given or information furnished by the candidate proves to be false or if the candidate
is found to have willfully suppressed any material/information, he shall be liable for removal from
service and such other action as Government deem fit and proper.
5. The appointee may be terminated at any time by a month's notice given by either side viz the
appointee or the appointing authority, without assigning any reason. The appointing authority however,
reserves the right to terminate the service of the appointee forthwith or before the notice by making
payment to him of a sum equivalent to the pay and allowances for the period of notice or the
unexpired portion thereof.
6.
Appointment is subject to production of certificate of fitness from the Medical Board appointment/
authorized by the Government of Arunachal Pradesh. Those who are already in Government Service
and examined by Standing Medical Board need not to submit fresh Medical Certificate.
7.
No request for change of place of posting will be entertained.
8.
He shall swear oath of office allegiance and faithfully to the constitution of India (or making of a
solemn affirmation to that effect) in the prescribed form on joining.
9.
No TA/DA will be allowed.
10.
The Seniority shall be counted as per the merit list.

1-Lumla(ST) Assembly Constituency in the State of Arunachal Pradesh and pursuant to the provisions under
Section 28A of the Representation of Peoples Act, 1951 (43 of 1951), the Governor of Arunachal Pradesh is
pleased to order that all the Police Officers and Police Personnel starting with the Director General of Police,
Inspector General of Police, Superintendents of Police, Commandants, Deputy Commandants, Assistant
Commandants Arunachal Pradesh Armed Police Battalions, Deputy Superintendents of Police and down to
Inspectors, Sub-Inspectors, Assistan Sub-Inspectors, Head Constables and Constables involved in any way in
Election related duties shall from the date of this notification, function as designated officers for the conduct of
Bye-Election of 1-Lumla (ST) Assembly Constituency in the State of Arunachal Pradesh. They shall be deemed
to be officers of the Election Commission on deputation to it from the date of commencement of Election
process till the date of declaration of election results and are subject to its control, Superintendence and
discipline and thus answerable to the Election Commission for any acts of omission or commission on their
part while performing any Bye election related duties.

ORDER

No. POL-67/65 VOL -V (Pt.).— In exercise of powers conferred by Regulation 2 of Bengal Eastern
Frontier Regulation (BEFR), 1873, (Regulation 5 of 1873), and in supersession of the earlier orders issued in
this regard, except as respect things done or omitted to be done before such supersession, the Government
of Arunachal Pradesh is pleased to introduce Tourist elLP (Version 3.0) in the State of Arunachal Pradesh, to
regulate the procedure of obtaining elLP by tourists, as under :-
1.
The introduction of elLP (Version 3.0) shall be purely to facilitate hassle free and easy access for
obtaining elLP by tourists for travelling in the State of Arunachal Pradesh with the same term (s) and
condition(s) laid down in the said Regulation.
2.
The elLP (Version 3.0) portal shall be managed and controlled by the Department of Information Technology
and Communication, Government of Arunachal Pradesh in collaboration with NSDL.
3.
The revised fee for Tourist elLP shall be as below :-
(i)
Up to 3 (three) days ` 300
(ii)
Beyond 3 (three) days up to 14 (fourteen) days ` 500
4.
Consequent upon the introduction of new elLP (Version 3.0), the issuances of online tourist elLP through
(earlier Version) or offline mode, hitherto in operation in the State shall be discontinued forthwith.
5.
The Government shall review the elLP (Version 3.0) from time to time as may be deemed expedient.
This order shall be deemed to have come into force with effect from 17th November, 2022.

NOTIFICATION

No. DTC-14014/13/2022/2807-2887.— In the interest of public service, the Governor of Arunachal Pradesh
is pleased to order for partial modifications of the existing guidelines for issue of Trade License, vide Notifica-
tion No. DTC/TL-75/2006/559-632 dated 29th July, 2009 which are as under :-
1.
Under Clause 1.4 of the said Notification, the ceiling limit prescribed for concerned DC/ADC to issue
Trade License has been enhanced from ` 10.00 Lakhs to ` 50.00 Lakhs.
2.
Now the Trade License can be transferable to immediate family members by executing a Gift Deed before
a Judicial Magistrate.
3.
Vide Notification No. DTC/TL-20/99-2000 dated 16th July, 2009 the Director of Trade and Commerce was
authorized to issue/renew of Trade License for Scrap/Salvaged Materials. Now, it has been decentralized
to concerned DC/ADC who will issue/renew the Trade License for Scrap/Salvaged materials.
4.
For obtaining Trade License, the earlier practice of submitting all required documents/NoC by the applicants
has been done away. Now, it has been decided that the Trade License can be issued on the submission
of the following documents only :-
(a)
APST Certificate
(b)
Aadhaar/Election/Pan Card.
(c)
Other required documents may be accepted on the basis of Self Certificate furnished by the applicant
to the effect that the said document is available with the applicant and can be produced on demand
and in the event of false declaration, legal action as per rules, can be initiated against the applicant.
5.
The validity period of Trade License has been raised from 1 (one) year to 3 (three) years.
This supersedes all earlier order.
This order shall be effective from the date of issue of this order.
