PRELIMINARY NOTIFICATION
The 11th September, 2025
(Issued under Section 11 (1) of the Right to Fair Compensation and Transparency in Land
Acquisition, Rehabilitation and Resettlement Act, 2013)
No. LMD-13011(51)/2024/1410.—WHEREAS, the power and function of the appropriate authority under
the Right of Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement
Act, 2013 vest in the Governor of Arunachal Pradesh which shall be exercise and discharged by him within the
State.
WHEREAS, the National Hydro Power Corporation Limited (NHPC) has sent a requisition vide
No. NH/SUP/HOP/Land/2024 dated 13th August, 2024 for acquisition of land to an extent of 2733 Hectares
for developing Subabsiri Upper Hydro Power Project (1605 MW) at Menga and requisition under Dumporijo,
Daporijo, Jaring, Taliha, Gusar, Payeng and Siyum Circles in Upper Subansiri District, Arunachal Pradesh.
WHEREAS, it appears to the Governor of Arunachal Pradesh that the land is likely to be needed at the
locality more fully described in the schedule below for developing Subansiri Upper Hydro Power Project
(1605 MW) at Menga and requisition under Dumporijo, Daporijo, Jaring, Taliha, Gusar, Payeng and Siyum
Circles in Upper Subansiri District, Arunachal Pradesh for an area measuring 2733 Hectares. It is hereby
notified that land in the locality/localities in the schedule below is likely to be acquired for the above said
purpose at expense of requiring body. The summary of the social impact assessment for the locality/localitiess
described in the mentioned scheduled is also included below for mentioned purpose.
NOW THEREFORE, this notification is made under the provisions of Section -11 (1) of the Right of
Fair Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013 and to
all whomsoever it may concern.
The Governor of Arunachal Pradesh hereby also authorizes the officers and officials for the time being
engage for the said purpose with their servant and workman to enter upon and survey any land and to do all
other acts in pursuance of the provision of Section 12 of the above said Act.
Under Section 11 (4) of the Act, no person shall make any transaction or cause any transaction of land
i.e sale/purchase/gift, specified in the preliminary notification or create any encumbrances on such land from
the date of publication of this notification without prior approval of the collector.
Any person interest in the said land and whomsoever has any objection to the acquisition of the said
land, may within 30 (thirty) days from the date of the publication of this notification provided under Section – 15
of the Act, file such objection in writing before the Deputy Commissioner, Upper Subansiri District,
Arunachal Pradesh.
The plan of the land, SIA studies report and Expert Group Appraisal Report may be inspected at the
Land Management Branch, DC office, Daporijo, Upper Subansiri District.
