The 23rd January, 2026

No. DULB-14012/2/2026. —In exercise of the powers conferred by Section 3 (1) of the Arunachal

Pradesh Municipal Act, 2007 (Act No. 4 of 2008), for demarcation of boundaries of the Tawang Municipal

Area.

A District Level Committee comprising the following members is to be constituted to determine the

municipal boundary :-

The Terms of Reference (ToR) for demarcation of Municipal Areas :

1.

Population Size :

(a)

Municipal Council – 20,000 to 75,000

(b)

Nagar Panchayat – Less than 20,000

2.

Density of population indicating urban character.

3.

Revenue Generation for local administration (excluding State/Central Grants and Loans)

4.

Percentage of Employment in Non-Agricultural Activities

5.

Economic importance, presence of trade, industry, services or other economic activities significant in

urban governance.

6.

Other factors like connectivity, infrastructure, growth potential etc.

The committee will make sure that the ToRs is adhered to.
