NOTIFICATION

The 27th April, 2026

No. CLMCA-11030/8/2025.—On the recommendation of the competent authority and in pursuance

of the provisions of the Arunachal Pradesh Financial Rules, the Governor of Arunachal Pradesh is pleased

to declare Shri Tasso Gurro, Registrar, Arunachal Pradesh State Consumer Disputes Redressal

Commission, as the Drawing and Disbursing Officer (DDO) for the Arunachal Pradesh State

Consumer Disputes Redressal Commission with immediate effect.

He is hereby authorised to draw and disburse bills under the relevant Head of Account. including

Minor Head “103 - Quality Control and Standardisation”, in accordance with the prescribed financial

rules and procedures.

His Drawing and Disbursing Code shall be allotted by the Office of the Chief Controller of Accounts/

Director of Accounts and the same shall be quoted in all financial transactions and official correspondence.

While exercising the powers of Drawing and Disbursing Officer, Shri Tasso Gurro shall :

1.

Ensure strict adherence to the provisions of the Arunachal Pradesh Financial Rules, Treasury

Rules and other instructions issued by the Government from time to time.

2.

Be personally responsible for the correctness of pay, allowances and all financial claims.

3.

Ensure proper deductions towards Income Tax, GPF/NPS, recoveries of advances/loans and

other statutory liabilities.

4.

Ensure timely remittance of deductions to the concerned authorities.

5. Submit monthly accounts/returns to the concerned authority within the prescribed time schedule.

Any lapse in financial management, including delay in remittances or irregular drawal, shall attract

personal responsibility.

This is issued in accordance with the Finance (E-II) Department’s concurrence vide their endorsement

dated 2nd April, 2026.
