PRELIMINARY NOTIFICATION
The 31st March, 2026
No. DULB-14012/2/2026/60-69.—the Government of Arunachal Pradesh under the provisions of
sub-section (1) of Section 3 of the Arunachal Pradesh Municipal Act, 2007, (Act No.4 of 2008) has declared
of Intention to Constitute a Municipal area of Tawang District Headquarter vide preliminary notification
No. DULB-15/5/2025 dated 23rd January, 2026;
AND WHEREAS, District Level Committee was also constituted to determine the Municipal Boundary of
Tawang urban area. The said committee has physically verified the proposed Municipal Area Boundary with
effect from 27th February, 2026 for submission to the concerned authority for issuance of notification in exercise
of powers conferred by sub-section (1) of Section 4 and Section 5 of the Arunachal Pradesh Municipal Act, 2007
(Act No. 4 of 2008), of the areas and localities of Tawang, to be Municipal Area which shall be called by the name
of Tawang Nagar Panchayat Area, as indicated in Schedule – I and II below:

Further, if any individual or any departments or organization has any objection or suggestion with
respect to above defined Tawang Nagar Panchayat Area, the same should be sent to the Deputy
Commissioner, Tawang District, Tawang within 30 (Thirty) days from the date of issue of this notice.
SCHEDULE - II
Statement showing the boundary description of Tawang Municipal Area
DIRECTION
DESCRIPTION
NORTH
The northern boundary starts at the roadside point at an approximate westward distance of
24 mtr from Lachemay Rong (stream) encompassing the community land of Seru Village
at which the altitude read as 3083 MSL. Thence, the boundary ascends the natural
gradient of the hillocks eastward covering the PHED areas and thereafter descend along
the slope covering the settlements including the SSB complex upto a distance of 1060 mtrs
till the PWD Group Housing Type II Quarters at which the geo-coordinates reads as
27⁰35’56.0” N & 091⁰51’24.2” E. It continues eastward along the hill slope and behind the
Giant Buddha Statue and descend at road junction near Circuit House and follows the road
leading to SP office complex upto a distance of 298 mtrs. Thence, following the compound
wall of the SP’s residence, the boundary drops downward upto a distance of 51 mtrs to
follows the slope and compound wall of the DRDO complex and continues along the road
to meet at the Material Recovery Facility (MRF) of District Urban Development Agency
(DUDA).
EAST
At the geo-coordinates reading of 27⁰36’21.9” N & 091⁰52’47.7” E near the MRF site, the
boundary descends the hill towards a stream encompassing the Samsanghat and landfill
site under the ownership agency of Urban Development & Housing Department.
Thence, following the natural course of the stream upto a distance of 180 mtrs, the
boundary ascends through a cliff to meet the NH 13 road curves near KVK Centre at which
the geo-coordinates reads as 27⁰35’51.6” N & 091⁰55’.7”E.Thereafter, the boundary follows
southward along the NH13 upto a distance of 1804 mtrs upto Nyukmadung (Near
Kameng Retreat signage) at which the coordinates reads as 27⁰35’14.4” N &
091⁰52’53.0”E. The eastern boundary culminates at a stream near Shiv Mandir after
traversing a distance of 1203 mtrs along the NH13 from the last geo-coordinates reading
near Kameng Retreat signage.
SOUTH
The southern boundary starts from the stream near Shiv Mandir at geo-coordinates of
27⁰34’54.5” N & 091⁰52’11.3” E and moves westward along the NH13 upto a distance of
1264 mtrs till a culvert point over Gorsam Rong stream (between Changprong & Damgin)
at the coordinates of 27⁰34’54.5” N & 091⁰52’11.3” E encompassing areas including upper
Damgin and Ogyenling (Urgyeling-Upper).

WEST
The boundary continues upstream against the natural drainage of Gorsam Rong
Stream upto a distance of 654 mtrs converging at a culvert point over one of the
tributaries viz. Chuko Rong (stream) at the geo-coordinates of 27⁰35’05.8” N &
091⁰51’45.4” E. It continues along the Timilo link road for an approximate distance of
854 mtrs at Tamhe-Phu (near Timiphu Stupa) at which the geo-coordinates reads as
27⁰34’32.8” N & 091⁰51’43.0” E. Thence, the boundary follows the link road
encompassing NEC farm areas and along the ridge to meet at Timilo Stupa point (near
Shanti Nagar) at which the coordinates reads as 27⁰34’46.6” N & 091⁰51’32.8” E. The
boundary continues ascending along the cliff edge encompassing the whole precinct of
the Gaden Namgyal Lhotse (Tawang Monastery) and surrounding localities including
Bhuddung Teng (New GA Colony) to close at the starting northern boundary point near
Lachemay Rong (stream).
Note : The boundary of the proposed Tawang Municipality area was surveyed using GPS as a part of
preliminary survey exercise, wherein an area approximately measuring 4.32 Sq.kms is proposed for
inclusion in the municipality area. The actual areas of proposed Tawang Municipality will be updated
after the survey is done/completed using DGPS and drone technology. In the event that any
localities/settlements name is not mentioned in Schedule-I but found to falls under proposed
municipal areas, then the name of area/colony shall be updated.
