Terms and Conditions :
1. The service of the appointees will be governed by the CCS (Temporary Service Rules) 1965 as amended
upto date and liable to be terminated by the Government by serving one month’s notice from either side.
2. The appointment will be governed by the relevant rules and order of the Government as issued from time
to time.
3. The appointment carries the liability to serve in any part of Arunachal Pradesh or outside where the
Department of Public Health Engineering and Water Supply Department has an organization in the
interest of public service. However, in the exigency of service he/she shall liable to serve in any organization, as
may be decided upon by the State Government in the interest of public service.
4. The appointee is likely to be required to undertake tours by air, road or foot in any part of Arunachal
Pradesh or outside during the course of his service as Assistant Engineer in the Department.
5. Furnishing full details of movable and immoveable properties/assets in his or spouse name within four
weeks from the date of joining.
6. The appointees will also have to furnish details of his family members.
7. The appointment will be subject to the production of release order from the previous employer
(applicable in case of person who is in service) at the time of joining duty without which his joining will not
be accepted.
8. The Government servant shall not have more than one wife/husband at any time throughout his service.
On default of his/her, the service of the Government servant may be terminated as per CCS (Conduct)
Rule, 1964.
9. Confirmation in the post will be subject to receipt of good performance reports over a minimum period of
2 (two) years from the concerned controlling officer.
10. The appointees must report to his place of posting within 1 (one) month from the date of issue of this order
failing which the appointment is likely to be treated as cancelled.
11. The other terms and conditions which are not specified herein shall be governed by the relevant rules as
may be enforce from time to time. If any declaration given or information furnished by the appointee
proves to be false the appointee shall be liable to be removed from service and to any such other action
as the Government may deem necessary.

No. SWRD/W-277/2025-2026/538.— The Governor of Arunachal Pradesh is pleased to entrust the
Water Resources Department (WRD) as the Nodal Executing Agency for implementation of infrastructure
and civil works under the Department of Social Justice, Empowerment and Tribal Affairs (SJETA), Government
of Arunachal Pradesh, Itanagar with immediate effect.
The roles and responsibilities of the WRD as the Nodal Executing Agency shall be as follows :
1. Planning and Design : Preparation of Detailed Project Reports (DPRs), technical designs and bid
documents.
2. Execution and Management : Undertake execution of all civil and technical works entrusted by SJETA,
ensuring compliance with approved specifications, timelines and quality standards.

3. Procurement : Inviting tenders (e-procurement), awarding contracts and managing procurement processes
for the project.
4. Quality Control : Ensuring 2nd tier independent quality monitoring and completion of works within the
specified timeline.
5. Financial Management : Ensuring effective management of funds, processing and verification of invoices
and effecting payments in accordance with SNA-SPARSH guidelines. Utilization Certificates (UCs) shall
be submitted to the Finance Department/Funding Agency in a timely manner.
6. Command Area and Coverage : The WRD shall cover all the designated areas under the project,
including command area development, minor irrigation projects and flood protection works, to enhance
irrigation efficiency.
7. Coordination : All other departments, including Agriculture, Rural Development and District Administration,
shall cooperate with the WRD in matters related to land acquisition, Rehabilitation and Water Management.
8. Funding : The funding for the project will be channeled through the WRD as a Nodal Agency as per the
administrative sanction accorded under (Scheme/Funding Source, e.g., NABARD-RIDF/NDB).
