1.
This appointment shall be governed by terms and Conditions as specified below :
(a) The appointment is provisional and subject to satisfactory report of Character and Antecedents from
the concerned authorities. In case character and antecedents of the Candidate is found not verified
or any false information is given by the candidate in the self-declaration, the provisional appointment
will be cancelled forthwith. In such event, the candidate shall be rendered unfit for any Government
employment with resultant dismissal from service and the appointing authority shall undertake
other criminal/civil/legal action as per laid down provision, etc. as deemed fit.
(b) The appointment may be terminated at any time by a month’s notice given by either side viz. the
appointee or the appointing authority without assigning any reason. The appointing authority, however
reserves the right to terminate the services of the appointee forthwith or before the expiry of the
stipulated period of notice by making payment to him/her of a sum equivalent to the pay and
allowances for the period of notice or the unexpired portion thereof.
(c) The appointee shall be on probation for a period of 2 (two) years from the date of joining and the
probation shall be regularized subject to satisfactory performance. Failure to complete the period of
probation to the satisfaction of the Competent Authority will render the appointee liable to be
discharged from service.
2. The provisional appointment will further subject to :
(a) Taking an Oath of allegiance and Secrecy to the Constitution of India (or making of a solemn affirmation
to that effect) in the prescribed form on joining.
(b)
Production of Certificate of fitness from the Medical Board, appointed/authorized by the Government
of Arunachal Pradesh.
(c)
Production of release order/NOC from the previous employer (applicable in the case of persons who
are already in Government Service).
(d)
Production of original certificates in support of age/educational qualification and all other testimonials
for verification at the time of joining.
(e)
Production of Certificates (in original and photocopy) in support of candidates claiming to belong to
a Schedule Tribe of Arunachal Pradesh.
(f)
The appointee is required to undergo any courses of training as and when assigned to by the
Government must be attended without fail and shall have to pass ; otherwise, probation period may
be extended to that extent. No. transfer/posting will be entertained during probation period.
(g)
Submission of a declaration in the form enclosed and in the event of the candidate having more than
one spouse living or being married to a person having more than one spouse living, the appointment
will be subject to his/her being exempted as per the relevant Rules in his/her behalf.
3.
The appointment carries with it the liability to serve in any part of Arunachal Pradesh as well as in the
establishment of Government of Arunachal Pradesh located outside of Arunachal Pradesh at the discretion

No. 11037/1/2025-RWD/886.—On the recommendation of the Arunachal Pradesh Public Service
Commission, Itanagar vide letter No. APPSC/1/2025/2217 dated 6th March, 2026 under Rule - 3 of the Arunachal
Pradesh Assistant Engineer (Amendment) Rules, 2008, the Governor of Arunachal Pradesh is pleased to
appoint Mr Getem Tatung, son of Shri Okeng Tatung, Village Lower Banskota, PO./PS. Pasighat, East
Siang District, Arunachal Pradesh to the post of Assistant Engineer (Civil) Group - A (Gazetted), under the
Rural Works Department in the Pay Matrix ` 56,100-1,77,500 (Level -10) per month plus other allowances as
admissible from time to time.
1.
This appointment shall be governed by terms and Conditions as specified below :
(a) The appointment is provisional and subject to satisfactory report of Character and Antecedents from
the concerned authorities. In case character and antecedents of the Candidate is found not verified
or any false information is given by the candidate in the self-declaration, the provisional appointment
will be cancelled forthwith. In such event, the candidate shall be rendered unfit for any Government
employment with resultant dismissal from service and the appointing authority shall undertake
other criminal/civil/legal action as per laid down provision, etc. as deemed fit.
(b) The appointment may be terminated at any time by a month’s notice given by either side viz. the
appointee or the appointing authority without assigning any reason. The appointing authority, however
reserves the right to terminate the services of the appointee forthwith or before the expiry of the
stipulated period of notice by making payment to him/her of a sum equivalent to the pay and
allowances for the period of notice or the unexpired portion thereof.
(c) The appointee shall be on probation for a period of 2(two) years from the date of joining and the
probation shall be regularized subject to satisfactory performance. Failure to complete the period of
probation to the satisfaction of the Competent Authority will render the appointee liable to be
discharged from service.
2. The provisional appointment will further subject to :
(a) Taking an Oath of allegiance and Secrecy to the Constitution of India (or making of a solemn affirmation
to that effect) in the prescribed form on joining.
(b)
Production of Certificate of fitness from the Medical Board, appointed/authorized by the Government
of Arunachal Pradesh.
(c)
Production of release order/NOC from the previous employer (applicable in the case of persons who
are already in Government Service).
(d)
Production of original certificates in support of age/educational qualification and all other testimonials
for verification at the time of joining.
(e)
Production of Certificates (in original and photocopy) in support of candidates claiming to belong to
a Schedule Tribe of Arunachal Pradesh.
(f)
The appointee is required to undergo any courses of training as and when assigned to by the
Government must be attended without fail and shall have to pass ; otherwise, probation period may
be extended to that extent. No. transfer/posting will be entertained during probation period.
(g)
Submission of a declaration in the form enclosed and in the event of the candidate having more than
one spouse living or being married to a person having more than one spouse living, the appointment
will be subject to his/her being exempted as per the relevant Rules in his/her behalf.
3.
The appointment carries with it the liability to serve in any part of Arunachal Pradesh as well as in the
establishment of Government of Arunachal Pradesh located outside of Arunachal Pradesh at the discretion
of the Government.
4.
The other terms and conditions which are not specified herein shall be governed by the relevant rules in
force from time to time. If any declaration given or information furnished by the appointee proves to be
false, the appointee shall be liable to be removed from service and to any such other action as the
Government may deemed necessary.
5.

Subject : Revision of rates of Dearness Allowance to Central Government employees effective from
1st January, 2026.
No. 1/1(i)/2026-E.II (B) —The undersigned is directed to refer to this Department’s Office Memorandum
No. 1/4(i)/2025-E.II (B) dated 6th October, 2025 on the subject mentioned above and to say that the President
is pleased to decide that the rates of Dearness Allowance payable to Central Government employees, shall
be enhanced from 58% to 60% of the Basic Pay with effect from 1st January, 2026.
2.
The term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed Level in
the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not
include any other type of pay like special pay etc.
3.
The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated
as pay within the ambit of FR 9(21).
4.
The payment on account of Dearness Allownace involving fractions of 50 paise and above may be
rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.
5.
These orders shall also apply to the civilian employees paid from the Defence Services Estimates
and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In
respect of Armed Forces personnel and Railway employees, separate orders will be issued by the
Ministry of Defence and Ministry of Railways respectively.
6.
In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these
orders are issued in consultation with the Comptroller and Auditor General of India, as Mandated
under clause (5) of Article 148 of the Constitution of India.

Family Pensioners-Revised rate with effect from 1st January, 2026 - reg.
No. 42/02/2024-P&PW(D)/E-9475 - The undersigned is directed to refer to this Department’s OM No. 42/02/
2024-P&PW(D) dated 8th October, 2025 on the subject mentioned above and to state that the President is
pleased to decide that the Dearness Relief admissible to Central Government Pensioners/Family Pensioners
shall be enhanced from the existing rate of 58% to 60% of the basic pension/family pension (including additional
pension/additional family pension) with effect from 1st January, 2026.

These rates of DR will be applicable to all Central Government Pensioners/Family Pensioners
including Armed Forces Pensioners/Family Pensioners and Civilian Pensioners/Family Pensioners
paid out of the Defence Service Estimates; Railway Pensioners/Family Pensioners; All India Service
Pensioners/Family Pensioners; Pensioners who are in receipt of Provisional Pension and also to those
Pensioners/Family Pensioners covered under this Department’s OM No. 4/34/2002-P&PW(D) Vol.II
dated 23rd June, 2017 and para 6 of this Department’s OM No. 23/3/2008-P&PW(B)
dated 11th September, 2017.

The payment of Dearnes Relief involving a fraction of a rupee shall be rounded off to the next higher
rupee.

The Offices of Accountant General and authorized Pension Disbursing Banks are requested to arrange
payment of Dearness Relief on the basis of these instructions without waiting for any further instructions
in view of Comtroller and Auditor General of India’s letter No.528-TA, II/34-80-II dated 23rd April, 1981
and Reserve Bank of India’s Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated 21st May, 1981.

No. AR-23012/1/2023-SECT-1-AR/168.—WHEREAS, the Hon’ble President of India made a reference
dated 18th April, 2023 (Registered in Supreme Court as Reference No. 01 of 2023) under Article 317(1) of
the Constitution of India in respect of charges against Ms Mepung Tadar Bage, Member, Arunachal Pradesh
Public Service Commission (APPSC).
AND WHEREAS, vide Memorandum No. AR-23012/1/2023-SECT-1-AR/286 dated 15th June, 2023
Ms Mepung Tadar Bage, Member, Arunachal Pradesh Public Service Commission (APPSC), was placed
under suspension with immediate effect and until further orders.
AND WHEREAS, the Hon’ble Supreme Court of India in its report dated 28th August, 2025 had
concluded that the allegations/charges as made in the President’s reference dated 18th April, 2023 (Registered
in Supreme Court as Reference No. 1 of 2023) against Ms Mepung Tadar Bage, Member, Arunachal Pradesh
Public Service Commission, have not been proved and recommended that the charges as alleged do not
bring about any act of “misbehavior” by Ms Mepung Tadar Bage for taking action within its contours.
The Court has further recommended that the suspension of Ms Mepung Tadar Bage be revoked forthwith
and she would be entitled to all consequential and monetary benefits.
AND WHEREAS, the Under Secretary to the Government of India, Ministry of Personnel, Public
Grievances and Pensions,Department of Personnel and Training vide letter No. 24013/02/2022-ESTT(B)
dated 17th April, 2026 has stated that the Hon’ble president of India has perused and considered the
findings contained in the said report dated 28th August, 2025 of the Hon’ble Supreme Court of India and
requested to take further necessary action in accordance with the findings and recommendations of the
Supreme Court of India in the matter.
NOW, THEREFORE, the Governor of Arunachal Pradesh in exercise of the powers conferred by
Article 317(2) of the Constitution of India and in accordance with the authority to revoke suspension orders,
hereby revokes the said order of suspension of Ms Mepung Tadar Bage and reinstate her as Member,
APPSC with all monetary and other consequential benefits as may be applicable.
IT IS FURTHER ORDERED that the Ms Mepung Tadar Bage is hereby reinstated into her position as
Member of the Arunachal Pradesh Public Service Commission (APPSC) with immediate effect.

Subject :- Revision of Rate of Dearness Allowances to State Government Employees effective from
1st January, 2026.
No. ESTT.-II-14/3/2022-ESTT-II-FPID/200.—In pursuance to the Government of India, Ministry of Finance,
Department of Expenditure OM. No. 1/1(i) 2024-P and PW(D)/E-9475, dated 24th April, 2026 (copy enclosed)
on the subject mentioned above, the Governor of Arunachal Pradesh is pleased to order that the Dearness
Allowance (DA) payable to State Government Employees shall be enhanced by 2% from the existing rate
of 58% to 60% of the Basic Pay with effect from 1st January, 2026. The DA arrears for the period from
1st January, 2026 to April, 2026 shall be paid in cash/credited in the respective Salary Account.

The term Basic Pay in the revised pay structure means the pay drawn in the prescribed level in the
Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other
type of Pay like special pay etc.
The Dearness Allowance will continue to be a district element of remuneration and will not be treated
as pay within the ambit of FR. 9 (21).
The expenditure on account of this Dearness Allowance shall be met from existing Budget provisions
of the Department concerned in the Current Financial year 2026-2027.
The revised rates of Dearness Allowance shall be applicable to regular State Government employees
only and shall not apply to private/Non-Governmental institutions receiving Grants-in-Aid from the State
Government.
