PRELIMINARY NOTIFICATION

The 17th March, 2026

( Under Section (19) of the Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement Act, 2013)

No. LMD-13011(13)/10/2021/1803.— WHEREAS, it appears to the Governor of Arunachal Pradesh that a

total 27.40 Hectares (26.08 Hectares. of new acquisition and remaining of already acquired GFA Green Filed

Alignment under NHIDCL) of land is required at Munli Village Under Roing Circle, Lower Dibang Valley District

for public purpose for construction of Dam Structure.

AND WHEREAS, a preliminary notification as required under Section 11 of LARR Act, 2013 was issued

by the Department of Land Management vide Memo No. LMD-13011 (13)/2021/1179 dated 22nd August, 2025,

notifying the intention of the State Government for acquiring of 27.40 Hectares (26.08 Hectares of new acquisition

and remaining of already acquired GFA Green Filed Alignment under NHIDCL) of the said land and involving

public claims and objections to the proposed acquisition of land if any.

AND WHEREAS, the Deputy Commissioner, Lower Dibang Valley District, vide his Memo No.DC-LDV-

22061/2/2025-LM/3309 dated 19th August, 2025, certified that land is a private land and free from public and

Government Projects and that there are no project affected families and therefore no compensation towards

Rehabilitation and Resettlement are required to be paid under Section 31 of the LARR Act, and has requested

the State Government to issue the Draft declaration under Section 19 of the LARR Act, 2013.

AND WHEREAS, The Appropriate Government is pleased to note that it is satisfied that Chapter - II and III

and Section 15 and 16 shall not apply to acquisition process in respect of the said land.

AND NOW, therefore the Government of Arunachal Pradesh is pleased to issue the Declaration under

Section 19 of the Act, specifying that the piece of land measuring 27.40 Hectares (26.08 Hectares of new

acquisition and remaning of already acquired GFA Green Filed Alignment under NHIDCL) located in Munli

Village Under Roing Circle, Lower Dibang Valley District is being acquired, the detailed description whereof is

as follows :-

The Governor of Arunachal Pradesh is further pleased to order as under.

1.

The except such parts of the mines and mineral which may be required to be dug or remove or used during

construction phase of the project for the purpose of which land is being acquired, no mines,mineral, iron,

stone, slate and others minerals lying under the said land shall be extracted or removed.

2.

A plan of the land may be inspected in the office of the Collector and DLR&SO, Lower Dibang Valley

District on any working day during the working hours.
