ADDENDUM PRELIMINARY NOTIFICATION
Issued under Section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013
No. LMD-13011/34/2024/385.— Whereas, the power and function of the appropriate authority under the
Right of Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013
vest in the Governor of Arunachal Pradesh which shall be exercise and discharged by him within the State.
WHEREAS, the Requiring Body NEEPCO Ltd., a Government of India Enterprise, Sunderpur,
Guwahati has sent a requisition vide no. NEEPCO/GHY/PABD/T-24 (A)/2024-25/123 dated 6th June, 2024 for
acquisition of Land to an extent of 125.35 Hector (area in hectare) for “Construction/ Development of Naying
Hydro Electric Project (1000 MW) in Arunachal Pradesh” (Mention Purpose) which was earlier notified by
higher authority vide No. LMD-13011/34/2024/1407/195 dated 11th October, 2025.
WHEREAS, now the Requiring Body NEEPCO Ltd., a Governemnt of India Enterprise, Sunderpur,
Guwahati has sent an additional requisition vide no. NEEPCO/ED(Tech)/N&H HEP/T-16/2026-27/09 dated
29th April, 2026 for acquisition of land to an extent of 4.01 Hector (area in hectare) for “Construction/
Development of Naying Hydro Electric Project (1000 MW) in Arunachal Pradesh” (Mention Purpose).
WHEREAS, It appears to the Governor of Arunachal Pradesh that land is likely to be needed at the
locality more fully described in the schedule below for “Construction/Development of Naying Hydro Electric
Project (1000 MW) in the State of Arunachal Pradesh” for an area measuring 129.36 Hector located at
Payum Circle, Siang District, Arunachal Pradesh. It is hereby notified that land in the locality/localities in the
schedule below is likely to be acquired for the above said purpose at expense of requiring body. The summary of
the social impact assessment for the locality/localities described in the mentioned scheduled is also included
below for mentioned purpose.
NOW THEREFORE, this notification is made under the provisions of Section-11(1) of the Right of Fair
Compensation and Transparency in Land Acquisition, Rehabiliation and Resettlement Act, 2013 and to all whom
so ever it may concern.
The Governor of Arunachal Pradesh hereby also authorizes the Officers and and Officials for the time
being engage for the said purpose with their servant and workman to enter upon and survey any land and to do
all other acts in pursuance of the provision of Section 12 of the above said Act.
Under Section-11(4) of the Act, no person shall make any transaction or cause any transaction of land i.e.
sale/purchased/gift, specified in the preliminary notification or create any encumbrances on such land from the
date of publication of this notification without prior approval of the Collector.
Any person interest in the said land and whomsoever has any objection to the acquisition of the said land,
may within 30 (thirty) days from the date of Publication of this notification provided under Section-15 of the Act,
file such objection in writing before the Deputy Commissioner, Boleng, Siang District Arunachal Pradesh.
The plan of the land may be inspected at the Land Management Branch, DC’s Office
