DECLARATION

(Under Section (19) of the Right to Fair Compensation and Transparency in Land Acquisition,

Rehabilitation and Resettlement Act, 2013)

No. LMD-13011/44/2024/290.— WHEREAS, it appears to the Governor of Arunachal Pradesh that a total

of 32.8 Hectares (32,78,00 Sqmtrs) includes water bodies of 212196 sqmtr or 21.2196 Hectares and 115604

sqmtr or 11.5604 Hectares of land is required at Nyokuriang, Hissang, Barbia and Yaluha Villages under

Parsi-Parlo Circle of Kurung Kumey District for public purposes namely:- Construction of Kamala Hydro Electric

Project (1720MW) in the State of Arunachal Pradesh (Parsi-Parlo Circle Kurung Kumey District).

WHEREAS, a preliminary notification as required under Section 11 of LARR Act, 2013 was issued by the

Department of Land Management vide memo No.LMD-13011/44/2024/1411 dated Itanagar the 11th September, 2025

notifying the intention of the State Government for acquiring of 32.8 Hectares (32,78,00 sqmtrs) includes water

bodies of 212196 sqmtr or 21.2196 Hectares and 115604 Sqmtr or 11.5604 Hectares of the said land and

inviting public claims and objections to the proposed acquisition of land if any.

AND WHEREAS, the Deputy Commissioner, Kurung Kumey District vide his memo No KKD/LM/NHPC/

51/2024-25/3069 dated the Koloriang on 15th April, 2025 certified that land is a private land and free from public

and Government projects and that there are no project affected families and therefore no compensation towards

Rehabilitation and Resettlement of Nyokuriang, Hissang, Barbia and Yaluha Villages under Parsi-Parlo Circle of

Kurung Kumey District are required to be paid under Section 31 of the LARR Act and has requested the State

Government to issue the draft declaration under Section 19 of the LARR Act, 2013.

AND WHEREAS, the Appropriate Government is pleased to note that it is satisfied that Chapters-II and III

and Section-15 and 16 shall not apply to acquisition process in respect of the said land at Nyokuriang, Hissang,

Barbia, and Yaluha Villages under Parsi-Parlo Circle of Kurung Kumey District for construction of Kamala Hydro

Electric Project (1720MW) in the State of Arunachal Pradesh (Parsi-Parlo Circle Kurung Kumey District).

AND NOW, therefore the Governor of Arunachal Pradesh is pleased to issue the Declaration under Section 19

of the Act specifying that the piece of land measuring 32.8 Hectares (32,78,00 sqmtr) includes water bodies of

212196 sqmtr or 21.2196 Hectares and 115604 sqmtr or 11.5604 Hectares located at Nyokuriang, Hissang,

Barbia and Yaluha Villages under Parsi-Parlo Circle of Kurung Kumey District is being acquired, the detailed

description whereof is as follows:

^The^G^{overnor of}^{Arunachal Pradesh is further pleased to order as under :-}

(i)

The except such parts of the mines and minerals which may be required to be dug or

removed or used during construction phase of the project for the purpose of which land is being

acquired, no mines, minerals, iron, stone, slate and other minerals lying under the said land

shall be extracted or removed.

(ii)

A plan of the land may be inspected in the office of the Collector and DLRSO, Kurung Kumey

District on any working day during the working hours. The provisions of the chapter of the

above land since the land is acquired by NHPC in exercise of powers conferred by Section(4) of

LARR Act, 2013.

(iii)

The Collector (Deputy Commissioner) through no award has been made, may, on expiration of

thirty days from the date of publication of the notice mentioned in Section 21, take possession

of any land needed for a public purpose and such land shall thereupon vest absolutely in the

Government free from all encumbrances.
