Preliminary Notification

The 9th September, 2026

Extension of period of Preliminary Notification Issued Under Section 11(1) of the Right to Fair

Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

No. LMD-13011(14)/2/2024/1217.— WHEREAS, the Preliminary Notification under Section 11(1) of the

LARR Act, 2013 was issued vide letter No. LMD-13011(14)/2/2024/1384 dated 10th September, 2025 for

Construction of Kalai-II Hydro Power Project (1200 MW) for an area measuring 631.274 Hectares located at

Anjaw District, Arunachal Pradesh.

AND WHEREAS, as per sub-section (7) of Section 19 of the Act, where no declaration is made under

sub-section (1) of Section 19 within twelve months from the date of preliminary notification Under Section 11,

then such notification shall be deemed to have been rescinded. The second proviso to sub-section (7)

of Section 19 provides that the appropriate Government shall have the power to extend the period of twelve

months, if in its opinion circumstances exist justifying the same.

AND WHEREAS, the Deputy Commissioner, Anjaw District vide letter has requested with reasons to

extend the period and the appropriate Government is of the opinion that circumstances existed for the inadvertent

delay.

NOW THEREFORE, in exercise of the power conferred by second proviso sub-section (7) of Section 19

of the Right to Fair Compensation in Land Acquisition, Rehabilitation and Resettlement Act, 2013

(30 of 2013), the Government of Arunachal Pradesh do hereby extend the period of Preliminary Notification

under Section 11 till 30th November, 2026.
