No. WS/ADM-32/2004.—In the interest of public service, it is notified that the clans of people having
surname Viz. Jossam, Jokik, Mindo, Minlo, Mindho and Minga in West Siang District, Arunachal Pradesh
have been changed their surname to “ROMIN”.

No.MNPSE/2026/4/2.— Whereas, snakebite envenoming and poisoning constitute significant public
health concerns in India, particularly in rural and remote areas, requiring timely clinical management and
expert guidance ;
And Whereas, the Ministry of Health and Family Welfare, Government of India, under the National
Programme for Prevention and Control of Snakebite Envenoming (NPSE), has envisaged the establishment
and strengthening of Poison Information centres (PICs) across State to reduce morbidity and mortality
due to snakebite and poisoning ;
And Whereas, as per D.O. No. SBE/59/13/9/2023/COH/NCFC-Part(3) dated 12th November, 2024,
States/UTs have been requested to nominate suitable Government Medical Colleges/Institution for
establishment of PICs with provision for 24x7 helpline, clinical toxicology support, training and public
awareness activities ;
And Whereas, the Tomo Riba Institute of Health and Medical Sciences (TRIHMS), Naharlagun
has consented to function as the designated institution for establishment of the Poison Information Centre
(PIC) for Arunachal Pradesh, with approval of the competent authority.
Now, therefore, in pursuance of the above and in the interest of strengthening public health response
to snakebite envenoming and poisoning cases, the Government of Arunachal Pradesh hereby notify as
follows :
1.
Designation : Declares Emergency Medicine and Trauma department, TRIHMS, Naharlagun as
the desgnated Poison Information centre (PIC) for the State of Arunachal Pradesh.
2.
Functionalization : The PIC TRIHMS shall be made operational with immediate effect and shall
functions as a State-Level referral and knowledge hub for management of :

Snakebite envenoming
—
Poisoning and toxic exposures

Key Functions of PIC :
The PIC shall undertake the following functions :

24X7 Helpline Services : Provide real-time expert guidance on snakebite and poisoning
management.
—
Clinical Support : Assist healthcare providers in diagnosis, stabilization and referral decision.
4.
Institutional Responsilities :
—
Emergency Medicine and Trauma Department TRIHMS shall act the Nodal Department of the
PIC. Nodal Department PIC shall designate Nodal Officer (Medical) for PIC and other non-medical
toxicologist, with their contact details to tbe shared with DHS and SNO-NPSE.
—
The Directorate of Health Services shall ensure coordination with districts IDSP and NPSE
programme.
—
All District Medical Officers and health facilities shall coordinate with PIC for case management
support.
5.
Reporting and Coordination :

All health facilities (Government and Private) shall :

Utilize PIC services for clinical guidance
—
Report cases of snakebite and poisoning through IDSP Surveillance System
—
Ensure timely referral to TRIHMS when required.

Effective Date : This notification shall come into force with immediate effect and shall remain valid

Advising or appearing against the Government of Arunachal Pradesh in any matter or in any
case either in the High Court or in any other Courts concerning the Arunachal Pradesh
Government ;
(b) Advising private parties in cases in which he is likely to be called upon to advise the
Government of Arunachal Pradesh ; and
(c) Defending accused persons in Criminal prosecution unless authorised by the Government of
Arunachal Pradesh specifically in this regard.
2.
The Standing Counsels shall be entitled to such fees for Conducting cases in all the Courts/Tribunals/
Commissions etc. at the rates as prescribed by the State Government from time to time in terms of
Office Memo No. LLJ - 13015(12)/1/2022 dated 3rd May, 2023.
3.
The aforesaid appointment may be terminated at any time without assigning any reason thereof.
