Introduction:

The creation of a Special Purpose Vehicle (SPV) for the establishment of a Common Facility Centre

(CFC) under the One District One Product (ODOP) programme is a strategic initiative spearheaded by the

Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry. This

initiative aims to bolster local economies by enhancing the production capabilities and market reach of unique

district-specific products. The ODOP initiative is designed to identify, promote and support the production of

unique goods and crafts specific to each district, thereby fostering regional economic growth and preserving

cultural heritage.

The SPV will serve as the organizational backbone for the CFC, bringing together stakeholders from the

government, private sector and local communities. Its primary role will be to manage the development, operations

and maintenance of the CFC, ensuring it meets the needs of local artisans and producers. The CFC will

provide state-of-the-art facilities, including advanced machinery, quality control labs and training centres,

aimed at enhancing productivity, ensuring quality standards and facilitating innovation, detailed scope of work

of the SPV is given in Annexure - III.

By centralizing resources and expertise, the SPV will enable micro, small and medium enterprises

(MSMEs) and local artisans to overcome production challenges, scale their operations and access larger

markets. This collaborative approach will not only drive economic growth but also preserve and promote the

unique cultural and traditional crafts of the region, aligning with the broader goals of the ODOP Initiative.

Objective:

The objective of creating a Special Purpose Vehicle (SPV) for the establishment of a Common Facility

Centre (CFC) under the One District One Product (ODOP) initiative of the Department for Promotion of Industry

and Internal Trade (DPIIT), Ministry of Commerce and Industry, is to facilitate the comprehensive development

and promotion of the district-specific product, ensuring sustainable economic growth and enhanced livelihoods.

The key objectives include:

1.

Enhance Production Capacity and Quality: To provide state-of-the-art infrastructure and shared

resources that improve the production capacity, efficiency and quality of the district's signature product,

thereby boosting its competitiveness in both domestic and international markets.

2.

Skill Development and Training: To implement continuous skill development programs and training

sessions for local artisans, craftsmen and workers, ensuring they are equipped with modern techniques

and technologies while preserving traditional methods.

3.

Market Access and Expansion: To facilitate better market access and expansion opportunities for the

district-specific product through improved packaging, branding and marketing strategies. This includes

leveraging e-commerce platforms and facilitating participating in trade national and international fairs

and exhibitions.

4.

Sustainable Economic Growth: To drive sustainable economic growth in the district by creating job

opportunities, promoting entrepreneurship and supporting local businesses. The CFC will act as a

catalyst for industrial development and community welfare.

5.

Integration with Supply Chains: The SPV operated CFC will work to establish a robust supply chain

of products being manufactured by the producers and facilitate linkages to important logistical nodes

through its infrastructure, by coordinating with raw material suppliers, manufacturers, and distributors.

This ensures a steady supply of high-quality inputs and efficient distribution of finished products being

produced in the established CFC.

6.

Innovation and R&D: To promote innovation in research and development (R&D) activities, to ensure

product diversification, quality enhancement and the development of new product lines that align with

dynamic market trends and consumer preferences.

7.

Collaboration and Partnerships: To ensure collaboration and partnerships with various stakeholders,

including government bodies, financial institutions, industry experts and international organizations, for

technical assistance, funding and market linkages.

8.

Resource Optimization and Cost Efficiency: To achieve resource optimization and cost efficiency by

sharing common facilities such as machinery, testing labs, design studios and storage units, thereby

reducing individual costs and increasing overall productivity.

9.

Promotion of Local Culture and Heritage: To promote and preserve the local culture and heritage

associated with the district-specific product, ensuring its authenticity and cultural significance are

maintained and celebrated.

By establishing a CFC through an SPV under the ODOP initiative, it aims to create a structured

and supportive ecosystem that empowers local producers, enhances product value and contributes to

the socio-economic development of the district.

Eligibility Criteria:

The key criteria for forming the SPV are provided as follows

1.

Minimum Participation: The SPV must have a minimum of 10 members. This ensures diverse stakeholder

involvement and effective governance.

2.

Shareholding Limits: No single member can hold more than 10% of the shares in the SPV. This

distribution requirement promotes broad-based participation and prevents concentration of control.

3.

Product-Related Participation: At least 2/3rd of the total SPV members must be from product-related

entrepreneurial backgrounds. This includes individuals or entities directly engaged in the production,

processing or marketing of the district-specific product.

4.

Land/Building Ownership: The SPV must possess its own land/building or hold leased land/building

registered in its name for a minimum period of 25 years under an irrevocable lease agreement. This

ensures long-term stability and commitment.

5.

Legal Registration: The SPV should be legally registered under one of the following frameworks:

o

Self-Help Groups (SHGs)

o

Co-operative Societies

o

Private Entrepreneurs

o

Non-Governmental Organizations (NGOs)

o

Producer companies or organizations (FPO/FPC)

A member nominated by the Department of Industries can be a default and non-shareholding member of

the SPV if the Government chooses to do so. The Deputy Commissioner (DC) can be the default and

non-shareholding member of the SPV the Government chooses to do so.

This criterion ensures that the SPV represents a broad spectrum of stakeholders directly linked to the

production and promotion of the district-specific product.

By meeting these eligibility criteria, the SPV will be well-positioned to establish and operate a CFC

under the ODOP Initiative, thereby contributing to the economic development and promotion of the district’s

unique product. The SPV shall be responsible for the management, operation and maintenance of the CFC,

and no recurrent expenditure shall be borne by the state under the scheme, for detailed Scope of work, Refer

to Annexure-III.

Operation of SPV :

To effectively establish a Common Facility Centre (CFC) under the One District One Product (ODOP)

Initiative, the following guidelines must be adhered to by the Special Purpose Vehicle (SPV):

A.

Membership and Written Commitments :

1.

User Commitments: In addition to its members, the SPV organizers must obtain written commitments

from potential users of the proposed facility in a pre-determined format elucidating all legal and

financial implications to the potential member, approved by the respective Deputy Commissioner.

This ensures a broader base of support and guarantees proper understanding of the extensive

benefits of the CFC.

2.

Democratic Constitution and Membership Expansion: The SPV must have a democratic

constitution that includes provisions for future membership expansion. This should specifically

allow for the inclusion of individual entrepreneurs, ensuring flexibility and growth opportunities within

the SPV.

B.

Stakeholder Engagement and Collaboration :

1.

Engagement with Local Entrepreneurs: The SPV must engage actively with local entrepreneurs

and establish strong ties with connected organizations. These include financial institutions, banks,

market experts, marketing institutions, legal experts and Government agencies. This network is

essential for holistic support and resource mobilization.

C.

Project Planning and Approval Process:

1.

Project Report Preparation: The SPV is responsible for preparing a comprehensive and bankable

project report for the establishment of the CFC. This report should detail:

o

Annual action plans

o

Cluster requirements.

o

Specific activities to be undertaken.

o

Expected outputs and outcomes.

o

Deliverables

o

Timelines for project completion

o

Projected financials for approval of loans

2.

Proposal Submission and Examination: The SPV must submit its project proposal to the District

Level Committee (DLC). The DLC will review the proposal and send it to the Directorate of Industries

with their recommendations. The Directorate of Industries will then review the proposal and forward

it to the Office of the Commissioner/Secretary, Industries within 20 days of receipt.

3.

State Level Committee Review: The Office of the Commissioner/Secretary of Industries will

further verify the proposal and present it to the State Level Committee (SLC) within 40 days of

receiving it from the Directorate of Industries. This step ensures an additional layer of scrutiny and

validation.

D.

Monitoring, Reporting and Post-Completion Operations :

1.

Progress Reporting: The SPV is required to submit regular physical and financial progress reports,

as well as a final completion report, to the head of the District Level Committee or the head of

General Administration. This process ensures continuous monitoring and accountability throughout

the project lifecycle.

Published and printed by Directorate of Printing & Stationery, Naharlagun—599/2026-DoP-250-8-2026.

The Arunachal Pradesh Gazette, August 31, 2026

Part - III]

118

2.

Post-Completion Consortium Operations : Upon completion of the project, the SPV will continue

to operate as a consortium. This consortium will manage and maintain the common facilities and

infrastructure, ensuring their ongoing functionality and benefit to stakeholders.

3.

Fair Usage Charges : The SPV must implement fair usage charges for non-SPV members, ensuring

these charges do not exceed 20% more than those levied on SPV members. This policy maintains

accessibility to the CFC while offering preferential rates to SPV members.

By adhering to these detailed guidelines, the SPV will be well-equipped to establish and

manage a CFC under the ODOP Initiative, thereby promoting the district-specific product and

contributing to local economic development.

E.

Other Conditions :

1.

Director Independence: Directors of SPVs for CFCs must maintain independence, meaning that

a director of one SPV cannot serve as a director for any other SPV of a CFC. This ensures clear and

focused governance within each SPV.

2.

Land/Building Arrangements : Before submitting a proposal for Government financial assistance,

the SPV must secure either owned land/building or leased land/building registered in Favor of the

SPV for a minimum period of 25 years under an irrevocable lease agreement. This prerequisite

ensures long-term stability and commitment to the project.

3.

Minimum Membership Requirement : An SPV must consist of at least 10 members. This ensures

a broad base of participation and enhances the collective strength of the SPV.

4.

Project Profile Changes : Any changes to the project profile must receive approval from the State

Level Committee (SLC). This ensures that all modifications are scrutinized and aligned with the

project’s objectives and guidelines.

5.

Machinery Compatibility : Only machinery that is compatible with the operational requirements

and standards of the CFC is eligible for installation. This ensures efficiency and effectiveness in the

facility's operations.

6.

Utilization of Subsidy and Project Completion : In cases of non-utilization of the subsidy or

delays in project completion as approved by the SLC, funds released will be recovered from the

Executing Agency with a simple interest rate of 10% per annum. The decision of the SLC will be

final in such matters, ensuring accountability and adherence to timelines.
