ADMINISTRATIVE REFORMS, TRAINING,

PENSION AND PUBLIC GRIEVANCES DEPARTMENT

EXECUTIVE ORDER

Subject : Referral of Cases to the Administrative Reforms, Training, Pension and Public

Grievances Department in compliance with Rule 31 of the Assam Rules of Executive Business,

2023 Regd.

It has been observed that various Administrative Departments are referring matters to

the Administrative Reforms, Training, Pension and Public Grievances (ARTP&PG) Department

as part of the inter-departmental consultation process, even in cases that do not fall within the

subjects specified for consultation under Rule 31 of the Assam Rules of Executive Business,

2023.

In order to eliminate such unwarranted referrals and consequent delays, It is, therefore,

reiterated that only those matters specifically enumerated under Rule 31 of the Assam Rules

of Executive Business, 2023 shall be referred to the ARTP&PG Department for consultation.

Accordingly, all Administrative Departments are hereby requested to ensure strict

compliance with the provisions of Rule 31 of the Assam Rules of Executive Business, 2023

before forwarding proposal to the Administrative Reforms, Training, Pension and Public

Grievances Department. Further the concerned Administrative Department shall satisfy itself

that the matter falls within the purview of Rule 31 requiring consultation with the ARTP&PG

Department.

All Department are requested to adhere to these instructions with immediate effect.
