ORDER
The 17th August, 2022
No. FRE.17/96/478.- Whereas Govt. vide Order No. FRE.l59/2005/Pt-I/14, dated 5th October
2010, had created 12 (twelve) nos. of personal posts of Deputy Conservator of Forest, for the period
during 2010-11 upto 28th February, 2011, with effect from the date of issue of the letter to accommodate
12 Nos. of Assistant Conservator of Forest, who have completed 13 years of service. Out of 12 ACFs,
11(Eleven) nos. of ACFs were promoted to the rank of DCFs vide Govt. Notification No.FRE.l59/2005/
Pt-I/15, dated 26th October, 2010. Only Sri Jahindra Brahma was not promoted due to pending departmental
proceeding against the officer; and
Whereas, the Hon'ble Gauhati High Court vide order dated 4th May, 2017 in WP (C) 3549/2009
directed the State Government to quickly decide whether they wish to proceed with the D.P. in pursuant to
the preliminary inquiry report. If a decision is taken to conduct the D.P., the matter may be concluded
expeditiously within four months from the date of receipt of the order. Ordered accordingly if the respondent
decide to close the matter at this stage or if there is exoneration of the petitioner i.e. Sri Jahindra Brahma, in
the departmental proceedings, steps be taken in either situation for quick release of the retirement dues and
other service benefits; and
Whereas the Govt. concluded the Departmental Proceeding against Sri Jahindra Brahma, ACF
(Retd.) and he was exonerated from all charges leveled against him vide Govt's order No.FRE.17/1996/
444, dated 5th July, 2017; and
Whereas, Shri Tripendra Basumatory, the then ACF, immediate junior to Sri Jahindra Brahma,
AFS, ACF, was promoted to the rank of DCF vide Govt. Notification No.FRE.159/2005/Pt-I/15, dated
26th October, 2010; and
Pursuant to above, a supernumerary post of Deputy Conservator of Forests is created to
accommodate Sri Jahindra Brahma, AFS, for the period 26th October, 2010 to 30th October, 2011 (date
of retirement of the officer) on promotion to the rank of DCF with retrospective effect, vide FRE.17/96/
466, dated 4th August, 2022.
Now therefore, subject to reversion without notice and assigning any reason thereof, the Governor
of Assam is pleased to promote Sri Jahindra Brahma, Assistant Conservator of Forest to the rank of Deputy
Conservator of Forests under Rule-4 (C) of Assam Forest Service, Class-I, Rule, 1942 in pay Band-4 in
the Scale of Rs. 12,000 to 40,000/- plus Grade Pay Rs. 6,300/- p.m, w.e.f. 26th October, 2010 i.e. the
date of promotion of his immediate junior Shri Tripendra Basumatory, ACF, who was promoted to the rank
of ACF vide Govt. notification No. FRE.159/2005/Pt-I/15, dated 26th October, 2010 to 30th October,
2011 (date of retirement of Sri Jahindra Brahma).
In the interest of public service, Sri Jahindra Brahma, AFS, ACF (Retd), on retrospective promotion
to the rank of Deputy Conservator of Forest, is hereby accommodated against the supernumerary post of
Deputy Conservator of Forests, created vide order No. FRE.17/96/466, dated 4th August, 2022.

No. VFV. 68/2013/187.- Whereas consequent upon this Department's speaking order No. VFV.68/
2013/204 dated 9th January, 2019 following observations are made :-
1.
The departmental proceeding against Dr. Nilamani Dev. Goswami has been concluded.
2.
Based on the findings and statement of witnesses, Dr. Nilamani Dev. Goswami has been
honourably exonerated of all the charges.
3.
All consequential benefits that have accrued have been awarded to him.
4.
No penal action has been taken against him. On finalization of the departmental proceeding,
case of Dr. Nilamani Dev. Goswami (suspended on 6th July, 2019) was reinstated in service
as per notification No. 68/2013/Pt/23 dated 24th January, 2020 w.e.f. the date of taking
over charge.
5.
Dr. Nilamani Dev. Goswami took over charge as SDVO, Rangia on 5th February, 2020 in
compliance with notification No. 68/2013/Pt/23 dated 24th January, 2020.
Considering the above mentioned facts, the suspension period in respect of Dr. Nilamani Dev.
Goswami w.e.f. 6th July, 2019 to 5th February, 2020 is hereby treated as on duty for all purposes.

No. GLR(RC)40/2022/36.- The Governor of Assam is pleased to enhance the minimum wages of
the tea plantation workers in the State of Assam by an interim wage of Rs.27/- per day w.e.f. 1st August,
2022 as was agreed by the stakeholders. Accordingly, the tea plantation workers in Brahmaputra Valley
shall get an interim minimum wage of Rs.232/- per day from existing Rs.205/- per day and the tea plantation
workers in Barak Valley shall get Rs.210/- per day from the existing Rs.183/- per day till further orders.
The interim minimum wages for small tea garden workers will also be pegged at Rs 232/- per day in
Brahmaputra Valley and Rs 210/- per day in Barak Valley in Assam w.e.f. 1st August, 2022 till further
orders.

Eligibility Criteria:
1. The candidates must not be less than 18 years of age or not more than 40 years of age as on
1st January, 2022. The upper age limit is relaxable by 3 years in case of candidates of OBC/
MOBC, 5 years in case of candidates of SC and 10 years for PWD candidates as per
Government Memorandum No.ABP.6/2016/51 dated 2nd September, 2020.
2. Educational Qualification :
The candidates must have passed HSLC Examination or equivalent examination from any
Central or State recognized Boards.
3. Other Qualification :
