No. WR(CON)2/2022/3.- Whereas a Video Clip has been circulating recently in different sorts of
electronic media showing empty bags instead of sand inside sand bags found in temporary restoration work
site at Laibeel under Thowra LAC which has seemingly undermined the image and tarnished the reputation
of the Department; and
Whereas the Governor of Assam is satisfied that there are sufficient materials on record to draw up
departmental proceeding against Sri Dinesh Buragohain, Assistant Executive Engineer, Demow WR Sub-
Division, Demow for his gross misconduct which amounts to violation of Rule 3(1) (i), (ii) & (iii) of the
Assam Civil Services (Conduct) Rules, 1965; and
Whereas the Governor of Assam is further satisfied that it is necessary and expedient to place the
said Sri Dinesh Buragohain, Assistant Executive Engineer, Demow WR Sub-Division, Demow under
suspension in public interest.
Therefore pending drawal of departmental proceedings, Sri Dinesh Buragohain, Assistant Executive
Engineer, Demow WR Sub-Division, Demow is placed under suspension under Rule 6 (i) of the Assam
Services (Discipline and Appeal) Rules, 1964 with immediate effect.
It is further ordered that during the period that this order shall remain in force the Headquarters of
the said Shri Dinesh Buragohain shall be Demow and said Shri Dinesh Buragohain shall not leave Headquarters
without obtaining the previous permission of the undersigned.
