In view of the above, the Governor of Assam is pleased to withdraw the suspension order of

Shri D. C. Roy; Senior Inspector of Factories, Dibrugarh and reinstated him in services and transferred and

posted at Zonal Factory Office, jorhat as Senior Inspector of Factories with immediate effect.

eCF No. 232067/1.- Perused: The letter No. AFDC/212/CIFRI/2019/2033 dated 1st July,

2022 from MD, AFDC Ltd.

It appears from the letter dated 1st July, 2022 from MD, AFDC Ltd that the Director, ICAR -

CIFRI , Kolkota has proposed to set up Research and Development Activities in Assam for the benefits

of Fishermen to demonstrate various aspect of Beel management and other emerging issues for

sustainable utilization Beel Fisheries in the State for which it has identified a plot of land measuring

2 Ha in the periphery of Ghorajan Beel which is under AFDC Ltd. located at Amingaon in North

Guwahati in Kamrup District.

Preliminary discussion has already been held between ICAR- CIFRI & AFDC Ltd. in 2020.

AFDC Ltd. is agreeable to provide the said plot of land to CIFRI in the interest of Beel Development

in the State since such research and other activities will immensely benefit the Fishery sector in the

State.

In view of above, competent authority of Govt. of Assam , Fishery Department on behalf of

Governor of Assam is pleased to accord approval / No objection for handing over the plot of land

measuring 2ha on 99 years lease in the periphery of / under Ghorajan Beel on following terms and

conditions:

A MOU will be signed between ICAR -CIFRI and AFDC Ltd. incorporating all relevant

legal/administrative issues and Draft MOU to be vetted by Competent Authority of Parent

Department subject to ratification of Govt. decision by the Board of Directors of the

Corporation in due course.

ii)

The said plot of land will be given to ICAR- CIFRI on 99 years lease at a nominal value

of one time payment of Rs 99,000.00 as agreed upon.

iii) The leased land shall be utilized for the purpose for which it has been allotted within a

period of 3 years by ICAR -CIFRI.

iv) The rights of fishing over Ghorajan Beel by the legally engaged lessee of AFDC Ltd.

shall not be adversely affected by the activities of ICAR-CIFRI from the facilities to be

set up in the periphery of the fishery.

The land will be identified and demarcated through Circle Officer, Amingaon assisted by

LR Staff and Trace Map prepared by LR Staff and land to be handed over to authorized

representative of ICAR-CIFRI by MD, AFDC Ltd. in presence of Circle Officer Amingaon,

officials of Fishery Department represented by District Fishery Development Officer,

Kamrup & lessee of Ghorajan Beel.

The roles and responsibilities of the Sponsorship and Foster Care Approval Committee (SFCAC)

Every district will have a Sponsorship and Foster Care Approval Committee (SFCAC)

to implement and monitor the Sponsorship and Foster Care programme as provided

under the Mission.

ii.

The Sponsorship and Foster Care Approval Committee will review each

recommendation and approve cases of Sponsorship and Foster Care support in all

cases found deserving by it. The deserving cases will then be referred to Child Welfare

Committee for the final order for Sponsorship / Foster care as the case may be.

iii.

The Sponsorship and Foster Care Approval Committee (SFCAC) will be responsible

in each district to sanction sponsorship and Foster Care on receipt of final order from

the CWC.

iv.

The SFCAC shall meet every month and function in a time bound manner. The decision

upon a request shall be taken within three months from the date of the receipt of the

application.

An annual review will be conducted for each child under Sponsorship/Foster Care by

the SFCAC to determine if the child is being well taken care of and has is well adjusted.

On the basis of this review the approval for continued sponsorship support will be

given.

vi.

The SFCAC will review if the DCPU has made adequate efforts for family strengthening

though convergence with other Departments.

vi.

The SFCAC will review and recommend the termination of the family based

sponsorship service.
