APSC) in the Gradation List of Lecturers, DIET's, which was published vide Govt. Notification No. AEE.09/
2021/84 dated 28th April, 2022 i.e. at the position of Sl. 108 of the Gradation list.
No claims/objections and prayer for modification regarding inter-se-seniority in the Gradation List
will be entertained by the Government.

in its meeting held on 16th November, 2022 on "Reconstitution of Thana Level Nagarik Committee",
Governor of Assam is pleased to reconstitute the Thana Level Nagarik Committees or the Citizen
Committee under section 11 sub-clause 5 of the Assam Police Act, 2007 for functioning as a
Community Liaison Groups(CLGs) for the respective police stations with the objective of establishing
a better public-police relationship to ensure smoother delivery of public services and to build mutual
trust in policing matters, which is as follows:

The following guidelines are issued:-
1)
The Committee will have meeting once in a month.
2)
The Chairman of the Committee will be entitled for a remuneration of Rs. 5000/- (Rupees
Five thousand) per month. Other non-official members will be entitled for Rs. 250/-
(Rupees Two Hundred and Fifty) per sitting.
3)
The Quorum of the meeting will be 9 (Nine) Members.
Functions and Duties
The functions and duties of the Thana Level Nagrik Committees will be as follows:
a.
To facilitate timely delivery of the citizen centric services of the police department like
passport verification, character verification, injury reports, vehicle insurance claim report,
reports on various relief services during disaster etc.
b.
To ensure faster response of Police against grievances registered in Police Station or
forwarded by the state or district.
c.
To look into incidents of alleged misbehavior, if any.
d.
To provide information and community feedback for improving policing in the area.
e.
Use various public forum including media for pushing forward the concerns for Police
actions in matters of National Security and Public good as well as other issues pertaining
to social interests.
f.
To create public awareness on important social legal issues like human trafficking Drug
abuse, witch hunting, domestic violence, violence against women and children, care
and maintenance of parents/senior citizens, alcoholism, tobacco control, juvenile justice,
unscrupulous financial companies and other such institutions.
The Committee will come into force with immediate effect. After the formation of the
committee, there will be monthly meetings. The copy of the Minutes of the meeting shall be forwarded
to CM office, Home Department, DGP Office and SP office. The same will have to be uploaded in the
portal in the event of development of such portal.

that Smti. Dipti Gogoi, ALRS, (DR-2017), the then Circle Officer, Doboka Revenue Circle, Dist-
Hojai applied for Earned Leave on medical ground w.e.f. 10th March, 2022 to 30th April, 2022 total
42 days and another for extension of Earned Leave w.e.f. 1st May, 2022 to 31st July, 2022 total 92
days.
Whereas, reportedly since her last Earned Leave application on July, 2022, no formal application
for extension of Earned Leave has been received from her end;
Whereas by the above act Smti. Dipti Gogoi, ALRS, (DR-2017) has violated Rule 3 of the
Assam Services (Conduct) Rules, 1965 and acted in a manner unbecoming of a Government Servant
of her status and rank and tarnished the image of Government of Assam. Further, she failed to maintain
the ethics of discipline and liability to the cause of public service;
Whereas the Government has viewed the matter very seriously and decided to place Smti.
Dipti Gogoi, ALRS, (DR-2017), the then Circle Officer, Doboka Revenue Circle, Dist-Hojai under
suspension;
Now, therefore, Goverenor of Assam is pleased to order that pending drawal of Departmental
Proceeding, Smti. Dipti Gogoi, ALRS, (DR-2017), then Circle Officer, Doboka Revenue Circle,
Dist.-Hojai is placed under suspension under Rule 6(1) (a) of the Assam Services (Discipline &
Appeal) Rule, 1964 with immediate effect.
