the "Assam District Institute of Education and Training (DIET) Service Rules, 2010" and subject to reversion

on 5th July, 2022 and in order to review and sanction Sponsorship (for preventive settings only) and

Foster Care Fund, the Sponsorship and Foster Care Approval Committee (SFCAC) is hereby constituted

Every district will have a Sponsorship ,and Foster Care Approval Comrnittee (SFCAC)

to implement and monitor the Sponsorship and Foster Care programme as provided

under the Mission;

ii.

The Sponsorship and Foster Care Approval Committee will review each

recommendation and approve cases of Sponsorship and Foster Care support in all

cases found deserving by it. The deserving cases will then be referred to Child Welfare

Committee for the final order for Sponsorship / Foster care as the case may be.

iii.

The Sponsorship and Foster Care Approval Committee (SFCAC) will be responsible

in each district to sanction sponsorship and Foster Care on receipt of final order from

the CWC.

An annual review will be conducted for each child under Sponsorship/ Foster Care by

the SFCAC to determine if the child is being well taken care of and has is well adjusted.

On the basis of this review the approval for continued sponsorship support will be

given.

The SFCAC will review if the DCPU has made adequate efforts for family strengthening

though convergence with other Departments.

The SFCAC will review and recommend the termination of the family based

sponsorship service.-

adjudication and whereas an Award has been given on the dispute by the said Labour Court vide Ref.

Case No. 03/2019 Award dated 19th October, 2022 as shown in the Annexure hereto.

Now, therefore, in exercise of the powers conferred by Sanction 17(1) of the Industrial Disputes

Act, 1947 (Act. XIV of 1947) as amended, the Governor of Assam, is pleased to direct that the said

whereas an Industrial disputes has arisen in the matter specified in the Schedule below between the

Warren Tea Ltd. and its staff, represented by the General Secretary, Assam Chah Karmachari Sangha,

Doomdooma Circle.

In whereas it is considered expedient by the Government of Assam to refer the dispute for

adjudication to Presiding Officer, Industrial Tribunal. Dibrugarh constituted under Section 7-A of the

Industrial Disputes Act, 1947 (Act XIV of 1947).

Now, therefore, in exercise of the powers conferred by Clause © sub-Section (1) of Section 10

of the Industrial Disputes Act, 1947 (Act XIV of 1947) as amended, the Governor of Assam is pleased

to refer the said dispute to the Presiding Officer, Industrial Tribunal. Dibrugarh appointed under the

provision of the said Act.

Further, in exercise of power conferred under Section 95 Sub section (1) of the said Act., I do

hereby appoint the liquidator of the Coop: Societies, Tezpur to be the Liquidator of the said society.

G.40/1995-96 Dated 8th June, 1995 As per provision of section 94 of the Assam Coop: Societies Act.

as per provision of section 95(1)

rated employee despite a perennial nature of his job ?

If not, whether the Management should pay him arrear minimum wages at the rate of pay

scale applicable for such workman and other social security benefits like EPF and ESI at

the rate applicable to staff worker w.e.f. 3rd October, 2015 ?

Whether the management is justified by arbitrarily terminating his job after having being

worked since 3rd October, 2015 ?

If not, whether the Management should reinstate him in the regular staff cadre with pay

scale applicable as per existing bilateral agreement at CCPA level ?

In whereas it is considered expedient by the Government of Assam to refer the dispute for

adjudication to Presiding Officer, Labour Court, Guwahati constituted under Section 7 -A of the

Industrial Disputes Act, 1947 (Act XIV of 1947).

Now, therefore, in exercise of the powers conferred by Clause © sub-Section (1) of Section 10

of the Industrial Disputes Act, 1947 (Act XIV of 1947) as amended, the Governor of Assam is pleased

to refer the said dispute to the Presiding Officer, Labour Court, Guwahati appointed under the provision

of the said Act.
