Court, Guwahati constituted under the Industrial Dispute Act, 1947 for adjudication and whereas an
Award has been given on the dispute by the said Labour Court vide Ref. Case No. 5/2021 Award
dated 7th December, 2022 as shown in the Annexure hereto.
Now, therefore, in exercise of the powers conferred by Sanction 17(1) of the Industrial Disputes
Act, 1947 (Act. XIV of 1947) as amended, the Governor of Assam, is pleased to direct that the said

eCF No. 250637/60.- Whereas, Md. Mohsin Ahmed Laskar, Assistant Executive Engineer
(C), PWRD, Patharkandi Territorial Road Sub-Division while serving as i/c Executive Engineer,
Patharkandi & Ratabari Territorial Road Division has been found responsible for embezzlement of
Govt. fund and major irregularities by way of payment of final bill and releasing SD money to the
Contractor of the PMGSY Package No.AS-13-261 without completing the work and submission of
false report to the higher authority. There is prima -facie evidence against him.
And whereas; disciplinary proceedings have been contemplated against Md. Mohsin Ahmed
Laskar, Assistant Executive Engineer (C), PWRD, Patharkandi Territorial Road Sub-Division for the
aforesaid act;
Now, therefore, in exercise of powers conferred under Rule 6(1) of the Assam Services
(Discipline & Appeal) Rules, 1964, Md. Mohsin Ahmed Laskar, Assistant Executive Engineer (C),
PWRD, Patharkandi Territorial Road Sub-Division is placed under suspension with immediate effect
pending drawal of Departmental Proceedings against him.
It is not permissible for him without previous sanction of the Govt. to accept private employment
or to do business while under suspension in view of the provision of Rule 12 of the Assam Civil
Services (Conduct) Rule, 1965. If while under suspension he accepts private employment, does business
in violation of Rule 12 of the Assam Civil Services (Conduct) Rule, 1965, he will be guilty of
misconduct and will be liable to dealt with accordingly. He is also liable in that case to forfeit his
claim for subsistence allowance. The Head Quarter of Md. Mohsin Ahmed Laskar will be Karimganj.
He will not leave the Head Quarter without prior written permission of the competent authority.

No. AAI.30/2022/8.- Whereas, Hon'ble Cabinet in its meeting dated 7th October, 2022 has
approved as Additional Item No.2 for Incentives/Special Allowance to be granted to All India Service
officers of Assam Segment of Assam-Meghalaya Joint Cadre presently serving in Assam as a relief.
And Whereas, the approval has been granted w.e.f. 23rd September, 2022.
And Whereas, Hon'ble Cabinet has stated that these Incentives/Special Allowance @20 (twenty)
percent of basic salary may be given only to those All India Service Officers who are already in the
service on the date of approval i.e. 7th October, 2022.
And Whereas, Finance Department vide its endorsement dated 2nd November, 2022 in File
No.AAI.32/2022 (eCF: 240597) has reiterated that these allowances may be given only to those All
India Service Officers who are already in service.
Therefore, the Governor of Assam is pleased to allow Special Allowances @20 (twenty)
percent of basic salary to be reimbursed to the AIS officers serving in the state of Assam from the
Consolidated Fund of the state w.e.f. 23rd September, 2022. The reimbursement shall be remitted to
the officers who were allowed Special Allowances by Government of India prior to the withdrawal
and will not be applicable to the officers who are yet to serve the Assam Segment of the Assam-
Meghalaya joint cadre.
The Government of Assam, General Administration Department or concerned Drawing and
Disbursing Officers (DDO) shall credit the reimbursement in the bank accounts of the officers through
RTGS on monthly basis based on their updated basic pay entitlements. The same shall be reflected in
Form-16 of the officer for Income Tax purpose.

Supervision and inspection of Roads & Bridge Construction Projects on NH in the State of Assam.
No. NHR.82/2022/5.- Expression of interest (EOI) is invited from experienced and retired
Senior Engineer from State/Central Government Organization or Experienced Engineering
Professionals having adequate experience in Construction, supervision and quality control of roads
and bridges within 30 (thirty) days from the date of publication of this notice for empanelment as
Supervision Consultant for NH projects as per provision of responsibility assigned to Authority
Engineer for EPC projects.
The applicant must have experience in construction & supervision of Roads & Bridge work
and will have to undertake and perform the duties and functions of Supervision Consultant for the
NH works under EPC mode of Contract. The applicant must be below the age of 70 years on 1st
January, 2023 and must be registered in INFRACON portal (www.infracon.nic.in) of MoRT&H. The
applicant has to submit his application along with the details of the Qualification, Experience and
related document etc. to the office of the undersigned as per prescribed format. Application formats
including other information can be obtained from the office of the undersigned during office hours.
The last date of submission of application is 23rd January, 2023, 4 pm.
NOTE : Assam PWD (NH Works) reserves the rights to reject applications from prospective
consultants if any irregularities like false/misleading information are noticed so far as educational
qualification and professional experiences of the consultant are concerned.
