Terms of office;

The Chairman, Vice-Chairman and Members of PIC of the ITDP shall hold their position in the

board at the pleasure of the State Govt. The State Govt. may at any time change the Chairman, Vice-

Chairman or any Member of the PIC, ITDP or may dissolve the PIC, ITDP or may reconstitute' the PIC,

ITDP.

The PIC, ITDP shall stand dissolved on completion of three y.-ars from the date of notification,

unless dissolved earlier.

Function of the PICs;

To select and approve list of schemes/beneficiaries under various developmental programmes

funded by the Government.

below between the management of Dainik Janambhumi , Prag Towar, Ulubari, Guwahati -Vs- Sri Lakhyajit

Kalita & 3 others.

In whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication

to Presiding Officer, Labour Court, Guwahati constituted under Section 7-A of the Industrial Disputes Act,

1947 (Act XIV of 1947).

Now, therefore, in exercise of the powers conferred by Clause © sub-Section (1) of Section 10 of the

Industrial Disputes Act, 1947 (Act XIV of 1947) as amended, the Governor of Assam is pleased to refer the

said dispute to the Presiding Officer, Labour Court, Guwahati appointed under the provision of the said Act.

1. Whether the management of Dainik Janambhumi is justified in transfer of the employees, Sri Lakhyajit

Kalita, Sri Debajyoti Bora, Sri Dipen Bora and Sri Paresh Chandra Kalita.

No. SKE.27/2023/174.- Whereas Shri Rakesh Das, Employment Officer(u/s), O/o the Employment

Exchange for Unskilled Applicants, Guwahati was placed under suspension vide Notification No.SKE 27/

2023/59 dated 30th November, 2023;

Whereas, Departmental Proceeding was drawn up against Shri Rakesh Das (u/s) vide Show Cause

Notice No. ecf no. 409842/26, dated 21st November, 2023;

Whereas suspension period in respect of Shri Rakesh Das, Employment Officer(u/s) was extended

subsequently for another period of 3 (three) months with effect from 1st March, 2024 vide Notification

No.SKE. 27/2023/142 dated 27th February, 2024 and further for another period of 3 (three) months with

effect from 1st June, 2024 vide No.SKE.27/2023/155 dated 29th May, 2024 considering the seriousness

of the charges;

Whereas, considering the grave nature of the charges based on the extract of report of One Man

Inquiry Commission of Justice BK Sharma(retd.)as received from personnel Department and based on the

recommendations of the Review Committee, the Disciplinary Authority has decided that reinstatement at this

stage may not be in the interest of the public service;

Now, therefore, the Governor of Assam is pleased to extend the period of suspension in respect of

Shri Rakesh Das. Employment Officer(u/s) for another period of 3 (three) months with effect from 1st

September, 2024 or till further order.
