2024 to 31st October, 2025, with the usual terms & conditions for the engagement of retired

Goverment officals to look after the works of Multi Village Scheme of JJM as well as other

town water supply schemes.

The remuneration of the incumbent will be decided on the basis of last Pay and allowances

drawn as they have been at the time of superannuation minus pension. Other benefits like GPF,

GIS and other additional allowances will not be admissible to the incumbent. Medical

reimbursement will be allowed as per the rules of the service before the retirement. Other

terms & conditions for engagement in respect of the incumbent will be applicable as per O. M.

Terms of office :

The Chairman, Vice-Chairman and Members of PIC shall hold their position in the board at the

pleasure of the State Govt. The State Govt. may at any time change the Chairman, Vice-Chairman or any

member of the PIC, or may dissolve the PIC or may reconstitute the PIC.

The PIC shall stand dissolved on completion of three years from the date of notification, unless

dissolved earlier.

Function of the PICs :

To select and aporove list of schemes/beneficiaries under various developmental programmes

funded by the Government.

To oversee implementation of development schemes executed by various Sectoral Departments

of the State Government for the benefit of relevant community.

To ensure progress of implementation of schemes and proper utilization of grants sanctioned

under the Department.

To review the ITDP schemes and offer suggestions on proper implemetation of the same to the

State Government.

The Board shall monitor the implementation of schemes and report to the Government through

PD, ITDP.

The Constitution, Conduct of Business, Functions etc. of the PIC, shall be carried on as per Govt.

Notification No. TAD/BC/440/2013/63, dated 6th September, 2021.

Article 229 of the Constitution of India read with Rule 7(7) (iv) and Rule 6(a) of the Gauhati High Court

Services (Appointment, Conditions of Service & Conduct) Rules, 1967 is pleased to appoint Shri Hari

Charan Pathak, retired Deputy Superintendent of Poliec, Assam Police, as Chief Security Officer in the

Principal Seat of the Gauhati High Court on re-employment basis in the pay band of Rs. 30000-110000/-

with Grade Pay of Rs. 12700/- per month plus other admissible allowances as per Rules, temporarily for a

period of 1 (one) year with effect from the date of his joining vice Shri Mridul Baruah, Chief Security Officer

to be released from the service of the Gauhati High Court with effect from 31st October, 2024.

The pay of Shri Hari Charan Pathak shall be fixed as admissible under Rule 165 of the Assam Services

(Pension) Rules, 1969 and subsequent orders issued thereunder.

Shri Hari Charan Pathak is directed to join his duty within 15 (fifteen) days with effect from 1st

November, 2024.

No. HC.VII-161/10381/2024/.- In continuation of this Registry's notification dated 10th June, 2024;

the following Guidelines and procedures are issued for consideration of the matter regarding the competent

authority for granting permission for private foreign travel by Member Secretaries of State Legal Services

Authorities, Secretaries of District Legal Services Authorities, Judicial Officers posted in the Judicial

Department and Judicial Officers on deputation in the States of Assam, Nagaland, Mizoram and Arunachal

Pradesh:-

(i)

In the case of Judicial Officers posted as Secretary, Joint Secretary and Deputy

Secretary working in the Judicial Department, Government of Assam/ Nagaland/

Arunachal Pradesh/Mizoram (irrespective of nomenclature of the post held); the Judicial

Officers on deputation in the Hon'ble Supreme Court of India and/or any other

Government Department, including the officer on deputation in the office of Lokayukta,

Assam/ Nagaland/ Arunachal Pradesh/ Miloram, the officer concerned, before

proceeding for the travel, shall intimate the Registrar General of Gauhati High Court,

Principal Seat.

(ii)

In the case of the Judicial Officers on deputation in the Judicial Academy, Assam, the

officer concerned seeking permission for private foreign travel shall apply to the Gauhati

High Court, Principal Seat. The application shall be routed through the Hon'ble Judge,

In-Charge Training, and the same shall then be placed before Hon'ble the Chief Justice

for final approval.

(iii)

In the case of Judicial Officers posted as Member Secretary/Deputy Secretary/Under

Secretary of State Legal Services Authorities of Assam/ Nagaland/ Arunachal Pradesh/

Mizoram as well as the Secretaries of District Legal Services Authorities of Assam/

Nagaland/ Arunachal Pradesh/ Mizoram, the officer concerned seeking permission

for private foreign travel shall apply to the Gauhati High Court, Principal Seat. The

application shall be routed through the Executive Chairman of the concerned State

Legal Services Authority, and the same shall then be placed before Hon'ble the Chief

Justice for final approval.

(iv)

In the case of all other Judicial Officers, the concerned officer seeking permission for

private foreign travel shall apply for the same to the Gauhati High Court, Principal

Seat. The application shall be routed through the concerned Hon'ble Portfolio Judge,

and the same shall then be placed before Hon'ble the Chief Justice for final approval.
