No. eCF.351942/19.- Whereas, as per inspection report under Section 88 of the Assam

Cooperative Societies Act 2007 submitted by Zonal Joint Registrar of Cooperative Societies, Guwahati

Vide his letter No. eCF 351942/14 dated 3rd October, 2024, it appears that Assam State Cooperative

Agriculture and Rural Development Bank Ltd. has ceased working for long period of time and declared

objects are not likely to be achieved and economically not found viable and also ceased to comply materially

with any condition as to registration in the Assam Cooperative Societies Act 2007, rules or Bye-laws of the

Society.

Whereas, as per direction of the Hon'ble Gauhati High Court in Case No WP ( C ) 404/2020 dated

9th January, 2025 the Hon'ble court made it clear that the pendency of the present writ petitions shall not be

bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette

on date much later than prescribed. Government have decided, therefore, to introduce the following

system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government

Press for publication in the Official Gazette.

1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed

by the end of every Tuesday so that it may be duly published on every Wednesday.

a particular issue of the Official Gazette must, therefore, reach the Director, Assam Government

other matter in the next issue of the Gazette, the expression usually inserted in all endorsements made to the

Director.

3. Wherever it is necessary to print and publish a notification on a specified date (excluding such

Notification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect

must be given to the Director, Assam Government Press, both on the body of such notification within the

indication at the top in the red ink and is a separate covering.

4. To achieve the objective in papers 2 and 3, it is essential that proper discretion should be

exercised by the concerned officers in the Department or office and all matters for publication in the

Gazette should scrutinised and sent to the Press after careful application.

5. As for publication of any matters in a Gazette, Extraordinary, the existing procedure

whereby the prior approval of the General Administration Department is to be obtained will continue.
