eCF No. 629684/6 .- In pursuance of the directions issued by Hon'ble Chief Minister,

Assam vide No. CMO.1/2025/5913 dated, 11th March, 2025, an Empowered Committee is

hereby constituted with the following members to dwell upon the inquiry reports submitted

by Forest Settlement Officers (FSO) on Proposed Reserved Forests notified under section 5

of Assam Forest Regulation, 1891. The Committee will examine the recommendation of the

FSO for conversion of Proposed Reserved Forests into Reserved Forests. The Committee

shall act in accordance with the direction of the Hon'ble Supreme Court in the W.P.C. 202/

1995, T.N. Godavarman Vs Union of India and others, and also examine the requirements of

Scheduled Tribes and Other Traditional Forest Dwelling Communities which are settled in

the Areas and make their recommendations as per the mandate of Forest Rights Act, 2005.

The Committee will make recommendations on the report of the Forest Settlement

Officers as per provisions of the Assam Forest Regulation, 1891 and put up its recommendations

for consideration of the Hon'ble Cabinet.

No. E- 557775/2024 .- Whereas, various Banks and Builder Associations have highlighted

the need for physical authentication of the e-Stamp Certificate as a proof of authenticity over

and beyond the digitally signed 'Original' watermarked e-Deed generated by the portal.

Whereas, the Office of the Inspector General of Registration, Assam has already initiated

discussions with the Stock Holding Corporation of India Limited to integrate the e-Stamp

application with the NGDRS e-Deed Application which will do away with the need for physical

printing of the e-Stamp Certificate and provide an end-to-end de materialized solution.

Now therefore, in continuation of the earlier notification No. E-557775/2024, dated

Dispur, the 30th of January, 2025, the Governor of Assam is pleased to order that the Registering

Officer shall authenticate the physical e-Stamp certificate, with the official seal and signature

on the front and back pages of the e-Stamp Certificate, and thereafter scan both pages of the

authenticated e-Stamp Certificate and initiate the e-Deed Registration process. Post the

completion of the e-Deed Registration, the Registering authority shall return the physical

copy of the authenticated e-Stamp Certificate to the applicant.

This process is to be followed for all the e-Deeds generated till date based on requests by

the applicants for any loan processing needs after proper scrutiny and shall continue until the

incorporation of the provision for integration of the e-Stamp Certificate directly from the

system of Stock Holding Corporation of India Ltd. with the NGDRS system.
