No. eCF-298322/I/1193978/2025 .- WHEREAS, Shri Utpal Ojah was recommended by

the Assam Public Service Commission vide their Letter No. 118PSC/ CON/Exam-40/2023-

2024 dated 6th December, 2024 under Combined Competitive Examination, 2023 and was

offered appointment to the Assam Police Service (Junior Grade) on probation vide Notification

No. HMA. 38/2024/279 dated 16th February, 2025 with direction to report without fail to the

Director of Training, Assam Administrative Staff College, Khanapara, Guwahati-22 on 3rd

March, 2025 at 09:00AM for 2 (two) weeks Induction Training Programme;

AND WHEREAS, Shri Utpal Ojah did not report to the Director of Training, Assam

Administrative Staff College, Khanapara, Guwahati on 3rd March, 2025 for the 2 (two) weeks

Induction Training Programme;

AND WHEREAS, Shri Utpal Ojah submitted a petition dated 15th Mach, 2025 seeking

extension of 06 (six) months to join the Assam Police Service;

AND WHEREAS, the Rule 14 (2) of the Assam Police Service Rules, 1966 (as amended)

prescribes that a person shall join within 15 (fifteen) days of the date of receipt of the order of

appointment, failing which and unless the Governor extends the periods, which shall not

exceed three months, his appointment shall be liable to cancellation;

AND WHEREAS, vide letter No. eCF - 298322 dated 2nd June, 2025 Shri Utpal Ojah

was informed that his request for an extension of 06 (six) months to join the Assam Police

Service had been regretted and that he was required to jion the service immediately, failing

which action may be initiated under Rule 14 (2) of the Assam Police Service Rules, 1966 (as

amended);

AND WHEREAS, Shri Utpal Ojah did not join the Assam Police Service even after

receipt of the letter dated 2nd June, 2025 and submitted another petition dated 27th June,

2025 requesting to intimate the place/ authority to report for joining the Assam Police Service

once his resignation at his present place of posting is accepted;

AND WHEREAS, it is observed that more than 3 (three) months have already passed

since 3rd, March, i.e., the date on which he was initially asked to join the service;

NOW THEREFORE, after careful examination of the petitions and the facts and

circumstances of the case, the Governor of Assam is pleased to order that the apponintment of

Shri Utpal Ojah in the Assam Police Service (Junior Grade) is hereby cancelled as per provision
