No. AAP. 60/2020/283.- WHEREAS, in compliance of the directions at Para 140(1) (ii)

read with Para 140(1)(vii) passed by the Hon'ble Gauhati High Court dated 20th June, 2025 in

W.A. 59/2023 (Kamal Debnath Vs State of Assam) and other linked cases, the Governor of

Assam is pleased to withdraw the Govt. order of discharging Shri Amrit Jyoti Sharma, from

Assam Civil Service vide Notification No. AAP. 148/2017/29 dated 8th September, 2017.

AND WHEREAS, as directed by the Hon'ble Gauhati High Court, the case of Shri Amrit

Jyoti Sharma, who was on probation in Assam Civil Service at the time of discharge vide

Notification No. AAP. 148/2017/29 dated 8th September, 2017 is considered and upon

consideration he is not found fit for confirmation and being a member of the Assam Civil

Service.

NOW THEREFORE the Governor of Assam in exercise of the powers conferred under

Rule 20 (C) of the Assam Civil Service Rule 1998, is pleased to discharge Shri Amrit Jyoti

Sharma, ACS (Probationer) from service with effect from 8th September, 2017 that is the date

read with Para 140(1)(vii) passed by the Hon'ble Gauhati High Court dated 20th June, 2025 in

Assam is pleased to withdraw the Govt. order of discharging Shri Bhaskar Dutta Das, from

Assam Civil Service vide Notification No. AAP. 148/2017/28 dated 8th September, 2017.

AND WHEREAS as directed by the Hon'ble Gauhati High Court, the case of Shri Bhaskar

Dutta Das, who was on probation in Assam Civil Service at the time of discharge vide

Notification No. AAP.148/2017/28 dated 8th September, 2017, is considered and upon

consideration he is not found fit for confirmation and being a member of the Assam Civil

Service.

NOW THEREFORE, the Governor of Assam in exercise of the powers conferred under

2. Part IX- Advertisement and Notices sent by Offices financialy independent of Government and

Centre and other Government Department are published on payment of charges at prescribed rate. Private

advertisement and notices are also inserted on payment if received through the respective Deputy

Commissioner or Sub-Divisional Officer.

3. Application for the Gazette should be addressed to the Publisher, Assam Gazette, Guwahati and

must be accompanied by a remittance.

4. Applications for the free supply of the Gazette on "the Public service" should be addressed to the

Under Secretary to the Government of Assam, General Administration (Printing and Stationery Department.)

5. Complaints regarding non-receipt of any number, part or page of the Gazette should be forwarded

SUBJECT :- Timely publication of Government Notifications and other important matters in the

weekly Official Gazette.

I am directed to say that it has come to the notice of Government that important notification having

bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette

on date much later than prescribed. Government have decided, therefore, to introduce the following

system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government

Press for publication in the Official Gazette.

1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed

by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in a

particular issue of the Official Gazette must, therefore, reach the Director, Assam Government Press on the

Monday of the week preceding the week in which it is required to be published. If this is not done it is

infructuous requesting the Director, Assam Government Press to publish such notification or other matter in

the next issue of the Gazette, the expression usually inserted in all endorsements made to the Director.

3. Wherever it is necessary to print and publish a notification on a specified date (excluding such

Notification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect

must be given to the Director, Assam Government Press, both on the body of such notification within the

indication at the top in the red ink and is a separate covering.

4. To achieve the objective in papers 2 and 3, it is essential that proper discretion should be

exercised by the concerned officers in the Department or office and all matters for publication in the

Gazette should scrutinised and sent to the Press after careful application.

5. As for publication of any matters in a Gazette, Extraordinary, the existing procedure whereby the

prior approval of the General Administration Department is to be obtained will continue.

I am to request you to acknowledge the receipt of this letter and confirmed that the instructions

have been duly voted. If you have suggestion on this behalf they may please be communicated.

and the Second Saturday of every month.

The Reading Room at Esplanode is open on all working days from10 a. m. to 5 p. m.

The Childrens Wing at Belvedere remains open on all working days from 3 p. m. to 6 p. m. and

Sundays and Holidays from 10 a. m. to 5 p. m. for the children between 5 and 14 years.

The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's

birth day on the 26th January, 15th August and 2nd October every year respectively.
