NO. HLA/E- 811172/118.- In the interest of public service and in order to ensure

uninterrupted financial administration, the Government is pleased to delegate full-fledged

Financial Powers and Drawing & Disbursing Officer (DDO) powers of the subordinate

establishments under the Health & Family Welfare Department to the concerned Joint Direc-

tor of Health Services during the period of vacancy/unavailability of the regular Head of

Office (HOO)/DDO pertaining to any such subordinate establishment falling within his/her

jurisdiction.

The Joint Director of Health Services, while exercising the aforesaid powers as Incharge

HOO/DDO, shall strictly comply with the following conditions:

i. The In-charge HOO/DDO shall be personally responsible and accountable for all drawals

and payments made from the State exchequer.

ii. All provisions of the AFRBM Act, 2005, DFPR, 2022, AFR, 2017, Assam Treasury

Rules, 2017 and all other extant financial rules/orders shall be strictly complied with.

iii. The authority shall be confined to HOO/DDO functions and to exercising the sanc-

tioning powers ordinarily vested in the subordinate officer under DFPR, 2022, within the

prescribed financial limits and subject to all applicable rules and orders.

iv. The arrangement shall operate only during the period of vacancy/unavailability of the

regular HOO/DDO and shall automatically cease on assumption of charge by the regular

incumbent.

v. No expenditure shall be incurred without sanctioned budget provision, valid authority

and prescribed financial/programme approvals. There shall be no diversion or reallocation of

funds merely by virtue of assumption of HOO/DDO charge.

vi. All transactions shall be made through the prescribed Treasury / FinAssam / IFMIS /

PFMS / SNA systems, as applicable, with proper records, reconciliation and audittrail.

vii. The arrangement shall not entail any additional remuneration or recurring financial

liability.

viii. The concerned Joint Director of Health Services, on assumption of HOO/DDO

charge under this Notification, shall immediately report the same to the Director of Health

Services, Assam / Director of Health Services (FW), Assam, as the case may be. Similarly, the

concerned Joint DHS shall immediately intimate the DHS, Assam / DHS (FW), Assam, as the

case may be, upon automatic cease of HOO/DDO charge on assumption of charge by the

regular incumbent.

ix. The DHS, Assam / DHS (FW), Assam, as the case may be, shall submit a monthly

report to the Health & Family Welfare Department in the first week of each month indicating

each instance of assumption and release of HOO/DDO charge by the concerned Joint DHS,

including the name of the officer, name of the establishment and period of assumption of

charge, for maintaining proper record and ensuring audit and accountability.

This is issued in pursuance of the concurrence conveyed by the Finance (Estt.-B)

Department vide eCF No.FEB.828850/7 dated 18th August, 2026 and shall take effect from

the date of issue of this Notification.

No. LA&A/727374/25.- Whereas Shri Tanbir Yusuf Ahmed, ALRS (DR-2019), the then

Circle Officer, Dalgaon Revenue Circle, Dist.- Darrang and Circle Officer (A), Samaguri

Revenue Circle, Dist.- Nagaon was placed under suspension with effect from 4th April, 2025

vide Notification ECF No. RLR.641488/9 dated 23rd April, 2025, subsequent to his arrest on

4th April, 2025 in connection with Vigilance PS Case No. 08/2025 U/S 13(1)(b)/13(2) and 12

of the PC Act, 1988;

Whereas, the Suspension Review Committee has observed that departmental proceed-

ings have already been initiated against the officer by issue of show cause vide eCF No.

RLR.641488/616 dated 20th August, 2025 and the officer has submitted his reply to the show

cause;

Whereas, the Suspension Review Committee has observed that the SSP, Chief Minister's

Special Vigilance Cell, Assam has furnished current status of his judicial custody vide letter

dated 18th February, 2026 informing that he is enlarged on bail vide Special Court Order

dated 8th October, 2025;

Whereas, the Suspension Review Committee has also observed that the charges are of

grave nature which involve amassing disproportionate assets against known sources of

income and speculation in stocks, shares etc. that led to suspension of the Delinquent Officer

and the departmental proceeding is pending against the suspended officer;

Whereas, the Suspension Review Committee has recommended for extension of sus-

pension of Shri Tanbir Yusuf Ahmed, ALRS (DR-2019), by another 3 (three) months with

effect from 25th August, 2026; Therefore, considering the seriousness of the matter, the Gov-

ernor of Assam is pleased to extend the period of suspension in respect of Shri Tanbir Yusuf

Ahmed, ALRS (DR-2019) for another period of 3 (three) months with effect from 25th

August, 2026 or till further order.

No. LA&A/694155/32.- Whereas Smti Dipti Gogoi, ALRS (DR- 2017), the then Circle

Officer, Doboka Revenue Circle, Dist.- Hojai was placed under suspension with effect from

2nd December, 2022 vide Notification No. RDM- 11/247/2022-LR-REV/ecf 246863/8 dated

2nd December, 2022, for her unauthorized absence from duty reported by DC, Hojai;

Whereas, the Suspension Review Committee has observed that the departmental pro-

ceeding initiated against the officer by issue of show cause vide RDM-11/247/2022-LR-REV/

ecf 246863/26 dated 19th July, 2023 is ongoing and charges have been established by the

Inquiry Officer in the Enquiry report dated 4th May, 2024;

Whereas, the Suspension Review Committee has also observed that the Departmental

Proceeding is pending against the suspended officer as the relevant E-files have been moved

to Personnel Department regarding taking decision for imposing penalty in respect of Smti

Dipti Gogoi, ALRS (U/S) which are now under process in Personnel Department;
