(iii) मूल संवग3 अथवा िवभाग म0 पीबी-1(5200-20,200/-\.)

जमा 2800/-\. अथवा समकN के Dेड वेतन म0 िनयिमत आधार पर

इसम0 िनयुि के पQ चात् दए गए Dेड म0 e यारह वष3 क8 िनयिमत

सेवा के साथ; और

(ख) कॉलम 7 के अंतग3त सीधे भत, कए जाने वाले J यिय हेतु

िविनधा3Sरत शैिNक अह3ताf और अनुभव को रखने वाले।

नोट 1: फ8डर hेणी के िवभागीय अिधकाSरय जो पदो" नित क8

सीधी पंि म0 है पर ितिनयुि पर िनयुि हेतु िवचार नहM कया

जाएगा। इसी कार, ितिनयुि पर तैनात कम3चाSरय पर

पदो" नित ारा िनयुि हेतु िवचार नहM कया जाएगा।

(के" #ीय सरकार के समान अथवा कसी अ" य संगठन अथवा िवभाग

म0 इस िनयुि से त काल पूव3 धाSरत कोई अ" य संवग3-बाn पद म0

ितिनयुि (आईएसटीसी) क8 अविध सिहत ितिनयुि क8

अविध सामा" य तौर पर तीन वष3 से अिधक नहM होगी। ितिनयुि

ारा िनयुि हेतु अिधकतम आयु सीमा आवेदन क8 ाि[ क8

समापन ितिथ को मौजूद ि6थित के अनुसार 56 वष3 से अिधक नहM

2006 अथा3त् वह ितिथ िजससे छठे के" #ीय वेतन आयोग क8

िसफाSरश पर आधाSरत संशोिधत वेतन ढांचे को लागू कया गया

है, से पूव3 कसी अिधकारी ारा कसी िनयिमत आधार पर दी गई

सेवा, िसवाय वहां जहां एक समान Dेड वेतन अथवा वेतनमान

सिहत एक Dेड म0 एक से अिधक पूव3 संशोिधत वेतन मान का िवलय

कया गया है, और जहां यह लाभ, िबना कसी उ" नयन के ऐसे पद

िजसके िलए उस Dेड वेतन/वेतनमान म0 सामा" य ित6 थापन Dेड है,

के िलए ही दया जाएगा, वेतन आयोग क8 िसफाSरश पर

आधाSरत तpनु\पी लागू Dेड वेतन अथवा वेतनमान म0 दी गई सेवा

माना जाएगा।

NOTIFICATION

New Delhi, the 6th January, 2014

G.S.R. 5(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and

in supersession of the Directorate of Publications (Central Excise and Customs), Manager (Press), Recruitment

Rules, 1986 except as respect of things done or omitted to be done before such supersession, the President hereby

makes the following rules regulating the method of recruitment to the post of Manager (Press) in the Directorate

of Publicity and Public Relations (Central Excise and Customs) in the Ministry of Finance (Department of

Revenue), namely:—

Short title and commencement. –

(1) These rules may be called the Directorate of Publicity and Public Relations, Central Excise and

Customs, Manager (Press), Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and the Pay Band and Grade Pay or Pay Scale. –

The number of the said post, its classification and the Pay Band and Grade Pay or Pay Scale attached

thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit, qualifications etc. -

The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as

specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person,—

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be

eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to

do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service

Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-service men and other special

categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

service rendered in the corresponding

grade pay or pay scale extended based

on the recommendations of the Pay

Commission except where there has

been merger of more than one pre-

revised scale of pay into one grade with

a common grade pay or pay scale, and

where this benefit will extend only for

post(s) for which that grade pay / pay

scale is the normal replacement grade

without any up gradation.
