NOTIFICATION

New Delhi, the 5^th February, 2014

G.S.R. 80(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the Department of Culture, the National Research Laboratory for Conservation of Cultural Property

(Director) General Central Services ( Group ‘A’ – Gazetted ) Recruitment Rules , 1984, except as respects things done

or omitted to be done before such supersession, the President hereby makes the following rules regulating the method

of recruitment to the post of Director General, ( Group “A’ Gazetted ) in the National Research Laboratory for

Conservation of Cultural Property, Lucknow, in the Ministry of Culture, namely:—

Short title commencement. – (1) These rules may be called the National Research Laboratory for

Conservation of Cultural Property, Director General, General Central Services ( Group ‘A’- Gazetted ) Recruitment

Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification and Pay Band and Grade Pay or Pay Scale. – The number of post, its

classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to

these rules.

Method of recruitment, age limit and other qualifications, etc. – The method of recruitment to the said

post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said

Schedule.

Disqualification. – No person, —

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living , has entered into or contracted a marriage with any person, shall be eligible

for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal

law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do , it

may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any

class or category of persons.

Savings. – Nothing in these rules shall affect reservations, relaxation of age limit and other concessions

required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of

persons in accordance with the orders issued by the Central Government from time to time in this regard.

(a) (i) holding analogous posts on regular basis in the parent

cadre or department; or

(ii) with Three years service in the grade rendered after

appointment thereto on a regular basis in posts in the Pay

Band-4 (Rs.37400 – 67000/-) with grade pay of Rs.8700/- or

equivalent in parent cadre or department; and

(b) possessing the following educational qualifications and

experience as under:—

(i) Master’s Degree in conservation in cultural

property or architectural conservation; and

(ii) Fifteen year’s experience including research work

in one or more of the fields of conservation in

cultural property or architectural conservation of

which five years experience should be in

administrative matters.

Note: Period of deputation including period of deputation in

another ex-cadre post held immediately preceding this

appointment in the same or some other organisation or

department of the Central Government shall ordinarily not

exceed five years. The maximum age limit for appointment

by deputation shall not be exceeding 56 years as on the

closing date of receipt of application.

On Contract basis. -

Persons possessing educational qualifications and experience

as specified in item b(i) and (ii) above for appointment by

deputation.

Note 1: The maximum age limit for appointment on contract

basis shall not exceed Sixty Seven years as on the closing

date for receipt of applications.

Note 2: Appointment on contract basis shall be for a period

of three years and may be extended subject to satisfactory

performance and maximum age limit of seventy years.

Note 3: In case of appointment on contract basis, the terms

and conditions of service of the incumbent of the post shall

be as applicable to Group-A officer of the Central

Government holding analogous post.
