901(अ).—संिवधान के अनु छेद 309 के पर तुक ारा द त शिय! का योग करते $ए, रा& 'पित

एत(ारा डाक िवभाग (पो+ टमैन और मेलगाड0) भत1 िनयम, 2010 म2 और संशोधन करने हेतु िन निलिखत िनयम बनाते ह5,

अथा0त्:-

इन िनयम! को डाक िवभाग (पो+ टमैन और मेलगाड0) भत1 (संशोधन) िनयम, 2014 कहा जाएगा।

(2)

इ ह2 20 दस बर, 2010 से वृ त $आ माना जाएगा।

डाक िवभाग (पो+ टमैन और मेलगाड0) भत1 िनयम, 2010 के ारंिभक भाग म2 श= द!, >ैकट! और आंकड़! “भारतीय

डाक एवं तार (पो+ टमैन/मेल गाड0/ हैड मेल गाड0) भत1 िनयम, 1969’’ को श= द!, >ैकट! और आंकड़! “भारतीय डाक एवं तार

(पो+ टमैन/मेल गाड0) भत1 िनयम, 1989 से ित+ थािपत कया जाएगा।

उ लेख भारतीय डाक और तार (पो+ टमैन/मेल गाड0/हैड मेल गाड0) भत1 िनयम, 1969 के Eप म2 ही कर दया गया। अतएव

इस गलती को सुधारने कF आवD यकता है तथा इसे 20 दस बर, 2010 अथा0त मूल िनयम! के राजपH म2 काशन कF तारीख

से भावी $आ माना जाए। एत(ारा यह िनण0य िलया जाता है क इन िनयम! को पूव0I यापी भाव से लागू कए जाने से, कोई

भी ितकूल Eप से भािवत नहJ होगा।

20 दस बर, 2010 के तहत कािशत कए गए तथा त पD चात सा.का.िन. 511(अ), दनांक 26 जून, 2012

के तहत संशोिधत कए गए।

NOTIFICATION

New Delhi, the 17th December, 2014

G.S.R. 901(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the

President hereby makes the following rules further to amend the Department of Posts (Postman and Mail Guard)

Recruitment Rules, 2010, namely :-

1. (1) These Rules may be called the Department of Posts (Postman and Mail Guard) Recruitment (Amendment)

Rules, 2014.

(2) They shall be deemed to have come into force with effect from the 20th December, 2010.

2. In the Department of Posts (Postman and Mail Guard) Recruitment Rules, 2010, in the opening portion for the

words, brackets and figures “Indian Posts and Telegraphs (Postman/Mail Guard/ Head Mail Guard) Recruitment Rules

1969” the words, brackets and figures “Indian Posts and Telegraphs (Postman/Mail Guard) Recruitment Rules, 1989

shall be substituted.

Explanatory Memorandum: The Department of Posts (Postman/Mail Guard) Recruitment Rules was made with a view

to bring a fresh rule in supersession of the Indian Posts and Telegraphs (Postman/Mail Guard/Head Mail Guard)

Recruitment Rules, 1989 but, inadvertently, the same was mentioned as Indian Posts and Telegraphs (Postman/Mail

Guard/Head Mail Guard), Recruitment Rules, 1969. Therefore, the said mistake needs to be corrected and should be

brought effective with effect from the 20th December, 2010 i.e. the date on which the principal rules was published in the

Gazette. It is hereby decided that by giving retrospective effect to the rules no one will be adversely affected.
