भतB नयम, 1987 को जहां तक उनका संबंध मु; य रे टोरर (तैल च ) और रा# $य सं:हालय, नई द ल (पुन थाHपन)

भतB नयम, 1993 को जहां तक उनका संबंध पुन थाHपक के पद से है, उन बात4 के Iसवाय अधJांत करते हुए, िजK हL

ऐसे अधJमण से पहले Oकया गया है या करने का लोप Oकया गया है, सं कृत मं ालय, रा# $य सं:हालय, नई द ल

संरPक और उप-संरPक के पद4 पर भतB कR पSत का &वनयमन करने के Iलए न नIलTखत नयम बनाते हV, अथाHत् :-

संYPZ त नाम और /ारंभ –(1)

इन नयम4 का संYPZ त नाम सं कृत मं ालय, रा# $य सं:हालय, नई

द ल, संरPक और उप-संरPक (समूह 'क' पद) भतB नयम, 2014 है।

(2) ये राजप मL इनके /काशन कR तारख को /वृ0 त ह4गे।

पद-सं; या, वगBकरण, वेतन बVड और :ेड वेतन या वेतनमान - उ3 त पद कR सं; या, उसका वगBकरण, वेतन

बVड और :ेड वेतन या वेतनमान वह होगा, जो इन नयम4 से उपाबS अनुसूची के तंभ (2) से (4) मL

&वनदH# ट हV।

भतB कR पSत, आयु-सीमा, अहHताएं, आद : उ3 त पद पर भतB कR पSत, आयु-सीमा, अहHताएं और इससे

संबंधत अKय बातL वे ह4गी जो पूव`3 त अनुसूची के तंभ (5) से (13) मL &वनदH#ट हV।

िजसने ऐसे bयि3त से िजसका पत या िजसकR प0 नी जी&वत है &ववाह Oकया है या &ववाह कR सं&वदा

कR है;

िजसने अपने पत या अपनी प0 नी के जी&वत रहते हुए Oकसी अK य bयि3त से &ववाह Oकया है या

&ववाह कR सं&वदा कR है,

उ3त पद4 पर नयुि3त का पा नहं होगा :-

परK तु, यद केK cय सरकार का यह समाधान हो जाता है Oक ऐसा &ववाह ऐसे bयि3त और &ववाह के अKय पPकार को

लागू वीय &वध के अधीन अनुdेय है और ऐसा करने के Iलए अKय आधार हV तो वह Oकसी bयि3त को इस नयम के

/वतHन से छूट दे सकेगी।

Iशथल करने कR शि3त : जहां केK cय सरकार कR यह राय है Oक ऐसा करना आवeयक या समीचीन है, वहां

वह उसके Iलए जो कारण हV उKहL लेखबS करके तथा संघ लोक सेवा आयोग के परामशH से इन नयम4 के Oकसी उपबंध

को Oकसी वगH या /वगH के bयि3तय4 कR बाबत, आदेश .वारा Iशथल कर सकेगी।

bयावृि0त:- इन नयम4 कR कोई बात, ऐसे आरPण, आयु-सीमा मL छूट और अK य gरयायत4 पर /भाव नहं

डालेगी, िजनका केK cय सरकार .वारा इस संबंध मL समय-समय पर नकाले गए आदेश4 के अनुसार अनुसूचत जातय4,

अनुसूचत जनजातय4, अK य &पछड़े वगi, भूतपूवH सैनक4 और अKय &वशेष /वगH के bयि3तय4 के Iलए उपबंध करना

(ख) िजनके पास न नIलTखत शैYPक अहHताएं और अनुभव ह4 :-

(i) Oकसी माK यता/ाZ त &वe व&व.यालय से रसायनशा या संरPण या लIलत

कलाओं मL नातको0 तर |ड:ी; और

(ii) संरPण या पgररPण या सं:हालय साम:ी का &वe लेषण या च 4 या

कलाव तुओं (जैव और अजैव) मL &वdान के अनु/योग मL सात वषH का अनुभव।

वांछनीय:-

सं:हालय और कलाव तुओं के संरPण के कुछ पहलुओं पर अनुसंधान संबंधी अनुभव।

सरकार के उसी या Oकसी अK य संगठन/ &वभाग मL इस नयुि3त से ठ}क पहले धाgरत

Oकसी अK य काडर बा~य पद पर /तनयुि3त कR अवध है, साधारणतया चार वषH से

अधक नहं होगी।

टZ पण 2 : /तनयुि3त या सं&वदा आधार पर नयुि3त के Iलए अधकतम आयु सीमा

आवेदन /ाZ त करने कR अंतम तारख को 56 वषH से अधक नहं होगी।

टZ पण 3 : /तनयुि3त के आधार पर नयुि3त के /योजन के Iलए, Oकसी अधकार

.वारा 1 जनवर, 2006 (उस तारख से, िजससे छठे केK cय वेतन आयोग कR Iसफाgरश4

पर आधाgरत पुनरYPत वेतन संरचना का &व तार Oकया गया है) से पहले, नयIमत

आधार पर कR गई सेवा को, Iसवाय उस दशा के, जहां एक से अधक पूवH-पुनरYPत

वेतनमान का साधारण :ेड वेतन या वेतनमान सहत एक qेणी मL &वलय कर दया गया

है, और वहां यह लाभ केवल उस पद (पद4) पर &व ताgरत होगा, िजसके (िजनके) Iलए

:ेड वेतन या वेतनमान lबना Oकसी उK नयन के साधारण /त थापन :ेड है, वेतन

आयोग कR Iसफाgरश4 पर आधाgरत &व ताgरत त0 थानी :ेड वेतन या वेतनमान मL कR

NOTIFICATION

New Delhi, the 26th December, 2014

G.S.R. 933(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in

supersession of the National Museum, New Delhi, Chief Restorer (Oil Paintings) and Chief Restorer (Organic and

Inorganic Objects) Recruitment Rules, 1987 in so far as they relate to the post of Chief Restorer (Oil Paintings) and the

National Museum, New Delhi (Restorer) Recruitment Rules, 1993 in so far as they relate to the post of Restorer except as

respects things done or omitted to be done before such supersession, the President hereby makes the following rules

regulating the method of recruitment to the posts of Conservator and Deputy Conservator in the National Museum, New

Delhi in the Ministry of Culture, namely:-

Short title and commencement. – (1) These rules may be called the Ministry of Culture, National Museum,

New Delhi, Conservator and Deputy Conservator (Group ‘A’ posts) Recruitment Rules, 2014.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of post, classification, pay band and grade pay or pay scale. – The number of the said post, its

classification, pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the

Schedule annexed to these rules.

Method of recruitment, age limit, qualifications, etc. – The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied, that such marriage is permissible under the personal law

applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any

person from the operation of this rule.

Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it

may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Savings. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-servicemen, and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in this

regard.

Promotion:

Deputy Conservator of National Museum in the pay band -3,

Rs. 15,600-39,100 with grade pay of Rs. 5,400 with five years’

regular service in the grade.

Promotion shall be subject to completion of training as devised by

National Museum for promotion to the post of Conservator.

Those persons who are due to retire within two years’ shall be

exempted from completion of such training:

Provided that those persons who have not completed training for

promotion before the date of meeting of Departmental Promotion

Committee shall also be considered subject to condition that the

required training shall be completed within one year of the date of

meeting of Departmental Promotion Committee.

Note 1: Where juniors who have completed their qualifying or

eligibility service are being considered for promotion, their seniors

would also be considered provided they are not short of the requisite

qualifying or eligibility service by more than half of such qualifying

or eligibility service, or two years, whichever is less, and have

successfully completed their period of probation for promotion to the

next higher grade along with their juniors who have already

completed such qualifying or eligibility services.

Note 2: The eligibility list for promotion shall be prepared with

reference to the date of completion by the officers of the prescribed

qualifying service in the respective grade or post.

Note 3: For the purpose of computing minimum qualifying service

for promotion, the service rendered on regular basis by an officer

prior to 1.1.2006 the date from which the revised pay structure based

on the sixth central pay commission recommendations has been

extended, shall be deemed to be the service rendered in the

corresponding grade pay or pay scale extended based on the

recommendations of the pay commission.

Deputation (including short-term contract):

Officers of the Central Government or State Governments or Union

territories or public sector undertakings or Universities or recognized

research institutions or semi-government or statutory or autonomous

organizations:

(a) (i) holding analogous post on regular basis in the parent cadre or

department;

(ii) with five years’ regular service in the grade rendered after

appointment thereto on regular basis in posts in the pay band-3,

Rs. 15,600-39,100 with grade pay of Rs. 5,400 or equivalent in the

parent cadre or department; and

(b) possessing the following educational qualifications and

experience:

Essential:

(i) Master’s degree in Chemistry or Conservation or Fine Arts from a

recognized university; and

(ii) Seven years’ experience of application of Science in conservation

or preservation or analysis of Museum’s material or paintings or art

object (inorganic and organic).

Desirable:

Research experience on some aspects of conservation of Museum and

art objects.
