संिवदा भी है), िजसके अंतग>त के4 Mीय सरकार के उसी

या कसी अ4 य संगठन या िवभाग म5 इस िनयुि से

ठीक पहले धाRरत कसी अ4 य काडर बा` पद पर

ितिनयुि क9 अविध (िजसके अंतग>त अ प कािलक

संिवदा भी है) शािमल है, साधारणतया 4 वष> से

अिधक नहL होगी। ितिनयुि (िजसके अंतग>त अ प

कािलक संिवदा भी है) पर िनयुि के िलए अिधकतम

आयु सीमा आवेदन ाA त करने क9 अंितम तारीख को

56 वष> से अिधक नहL होगी)।

NOTIFICATION

New Delhi, the 19th January, 2015

G.S.R. 46 (E).– In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in

supersession of the National Research Laboratory for Conservation of Cultural Property (Group ‘B’ posts) Recruitment

Rules, 1980 in so far as it relates to the post of Librarian, except as respects things done or omitted to be done before such

supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library

and Information Officer in the National Research Laboratory for Conservation of Cultural Property, namely :—

1. Short title and commencement.– (1) These rules may be called the National Research Laboratory for Conservation of

Cultural Property (Library and Information Officer) Group ‘A’ post Recruitment Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

Number of posts, classification and the pay band and grade pay or pay scale. – The number of the said post, its

classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to

(4) of the Schedule annexed to these rules.

Method of recruitment, age limit and qualifications etc. – The method of recruitment to the said post, age limit,

qualifications and other matters relating thereto shall, be as specified in columns (5) to (13) of the said Schedule.

Disqualification. – No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the

personal law applicable to such person and the other party to the marriage and that there are other grounds for so

doing, exempt any person from the operation of this rule.

Power to relax.–Where the Central Government is of the opinion that it necessary or expedient so to do, it may, by

order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax

any of the provisions of these rules with respect to any class or category of persons.

Saving.– Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required

to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes, ex-Servicemen and other

special categories of persons in accordance with the orders issued by the Central Government from time to time in

this regard.

Promotion: Library and Information Assistant of National

Research Laboratory for Conservation of Cultural

Property in Pay Band-2, Rs.9300-34800 plus Grade Pay

of Rs.4200 with ten years’ regular service in the grade and

must possess the following qualifications, namely:—

(i) Bachelor’s Degree in Library Science or Library and

Information Science from a recognised University or

Institute.

(ii) Successfully completed training of at least two weeks

in the field of Library and Library Science.

Note: The eligibility service shall continue to be eight

years for persons holding the feeder posts on regular basis

on the date of notification of these rules.

Note: Where the juniors who have completed their

qualifying or eligibility service are being considered for

promotion, their seniors would also be considered

provided they are not short of the requisite qualifying or

Note: For the purpose of computing minimum qualifying

service for promotion, the service rendered on a regular

basis by an officer prior to the 1^st January, 2006/the date

from which the revised pay structure based on the Sixth

Central Pay Commission recommendation has been

extended, shall be deemed to be service rendered in the

corresponding grade pay/pay scale extended based on the

recommendations of the Pay Commission.

Deputation (including short term contract): Officers under

the Central Government or State Governments or Union

territories or Public Sector Undertakings or recognised

research institutions or Universities or Semi Government

or statutory or autonomous organisations:

(a)

(i) holding analogous posts on regular basis in

the parent cadre or department; or

(ii) with six years’ service in the grade rendered

after appointment thereto on regular basis in

posts in the PB-2, Rs.9300-34800 plus Grade

Pay Rs.4800 or equivalent in the parent cadre or

department; or

(iii)

with seven years’ service in the grade

rendered after appointment thereto on regular

basis in posts in the PB-2, Rs.9300-34800 plus

Grade Pay Rs.4600 or equivalent in the parent

cadre or department; or

(iv)

with ten years’ service in the grade

rendered after appointment thereto on regular

basis in posts in the PB-2, Rs.9300-34800 plus

Grade Pay Rs.4200 or equivalent in the parent

cadre or department; and

(b)

possessing

the

following

educational

qualifications and experience; namely: –

Essential:

(i)

Master Degree in Library Science or Library and

of Conservation of Cultural Property.

The departmental officers in the feeder category who are

in the direct line of promotion will not be eligible for

consideration for appointment on deputation/absorption.

Similarly, deputationists shall not be eligible for

consideration for appointment by promotion.
