NOTIFICATION

New Delhi, the 23rd January, 2015

G.S.R.51 (E).— The following draft of certain rules further to amend Central Motor Vehicle Rules, 1989, which

the Central Government proposes to make in exercise of the powers conferred by section 110 read with sub-section (1) of

Section 52 of the Motor Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of Section 212 of

the said Act for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules

will be taken into consideration after expiry of a period of thirty days from the date on which the copies of this notification as

published in the Official Gazette, are0100 made available to the public;

Objections or suggestions, if any, may be sent to the Joint Secretary (Transport), Department of Road Transport and

Highways, Transport Bhawan, Parliament Street, New Delhi – 110001;

The objections or suggestions which may be received from any person with respect to the said draft rules before the

expiry of the period aforesaid will be considered by the Central Government.

Draft Rules

1.

(1) These rules may be called as Central Motor Vehicles (….Amendment) Rules, 2015.

(2) They shall come into force on the date of their publication in the Offcial Gazette.

In the Central Motor Vehicle Rules, 1989, in rule 115B, after the portion beginning with the words “Mass emission

standards for vehicles when operating on” and ending with “shall be replaced by Non-Methane Hydrocarbon (NMHC),

where NMHC = 0.3 x HC.”, the following provisos shall be inserted, namely:-

“Provided that Bio-compressed natural gas shall be permitted for motor vehicles as an alternate composition of the

CNG:

Provided further that the mass emission standards applicable to gasoline or diesel vehicles under these rules shall be

applicable to respective vehicles when they use Bio- compressed natural gas:

Provided also that the Bio-compressed natural gas composition meets the fuel specification for CNG as per IS 15958

and meets the requirement of Siloxanes max 0.1 ppm (calculated as Si).
