का.आ. 3218(अ).— यत:, मै. एच.सी.एल आई.टी. िसटी ᮧाईवेट िलिमटेड लखनऊ, ने उᱫर ᮧदेश रा᭔य के ᮕाम-कंजेहरा एवं
मा᭭ताउ, चक गुजाᳯरया फामᭅ, सु᭨तानपुर रोड, लखनऊ, मᱶ सूचना ᮧौ᳒ोिगकᳱ एवं सूचना ᮧौ᳒ोिगकᳱ समᳶथत सेवाᲐ के िलए एक ᭃेᮢ
िविश᳥ िवशेष आᳶथक जोन कᳱ ᭭थापना हेतु िवशेष आᳶथक जोन अिधिनयम, 2005 (2005 का 28) (िजसे एत᭞प᭫ चात उᲦ अिधिनयम
कहा गया है ) कᳱ धारा 3 के अंतगᭅत ᮧ᭭ताव ᳰकया है;
और यत:, के᭠ᮤ सरकार इस बात से संतु᳥ है ᳰक उᲦ अिधिनयम कᳱ धारा 3 कᳱ उप-धारा (8) के अंतगᭅत अपेᭃाᲐ तथा अ᭠य
संबंिधत अपेᭃाᲐ को पूरा कर िलया गया है और उसने उपयुᭅᲦ िवशेष आᳶथक जोन के िवकास, ᮧचालन एवं रखरखाव हेतु उᲦ
अिधिनयम कᳱ धारा 3 कᳱ उप-धारा (10) के अंतगᭅत ᳰदनांक 16 अ तूबर, 2015 को अनुमोदन पᮢ ᮧदान कर ᳰदया है;
अत:, अब, िवशेष आᳶथक जोन अिधिनयम, 2005 कᳱ धारा 4 कᳱ उप-धारा (1) ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते ᱟए और
िवशेष आᳶथक जोन अिधिनयम, 2006 के िनयम 8 के अनुसरण मᱶ के᭠ᮤ सरकार, एतारा उपयुᭅᲦ ᭭थान के 40.469 हेटेयर के नीचे दी
गई तािलका मᱶ ᳰदए गए भूखंड संयाᲐ के ᭃेᮢ को िवशेष आᳶथक जोन के ᱨप मᱶ अिधसूिचत करती है, अथाᭅत् :-

और यत:, िवशेष आᳶथक जोन अिधिनयम, 2005 (2005 का 28) कᳱ धारा 13 कᳱ उप-धारा (1) ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग करते
ᱟए, के᭠ᮤ सरकार एतद᳇ारा उᲦ अिधिनयम कᳱ धारा 14 के ᮧयोजनाथᭅ उपयुᭅᲦ िवशेष आᳶथक जोन के िलए एक सिमित, िजसे अनुमोदन
सिमित कहा जाएगा, गᳯठत करती है, िजसके अ᭟यᭃ और सद᭭य िन᳜ानुसार हᱹ, अथाᭅत् :-
1.
िवशेष आᳶथक जोन का िवकास आयुᲦ
अ᭟यᭃ, पदेन
2.
िनदेशक अथवा उप-सिचव, भारत सरकार, वािण᭔य एवं उ᳒ोग मंᮢालय, वािण᭔य िवभाग या
उसका नािमती िजसका ᭭तर अवर सिचव, भारत सरकार से कम नहᱭ होगा
सद᭭य, पदेन
3.
िवशेष आᳶथक जोन पर भू-भागीय ᭃेᮢािधकार रखने वाले ᭃेᮢीय संयुᲦ िवदेश ᳞ापार
महािनदेशक
सद᭭य, पदेन
4.
िवशेष आᳶथक जोन पर भू-भागीय ᭃेᮢािधकार रखने वाले सीमाशु᭨क आयुᲦ या के᭠ᮤीय उ᭜पाद
शु᭨क आयुᲦ अथवा उनका नािमती िजसका ᭭तर संयुᲦ आयुᲦ से कम नहᱭ होगा

और यत:, िवशेष आᳶथक जोन अिधिनयम, 2005 (2005 का 28) कᳱ धारा 53 कᳱ उप-धारा (2) ᳇ारा ᮧदᱫ शिᲦयᲂ का ᮧयोग
करते ᱟए के᭠ᮤ सरकार एतारा ᳰदनांक 23 नवंबर, 2015 को उस तारीख के ᱨप मᱶ िनधाᭅᳯरत करती है िजस तारीख से उपयुᭅᲦ िवशेष
आᳶथक जोन को सीमा-शु᭨क अिधिनयम, 1962 (1962 का 52) कᳱ धारा 77 के अंतगᭅत अंतदᱷशीय कंटेनर िडपो माना जाएगा ।

NOTIFICATION
New Delhi, the 23rd November, 2015
S.O. 3218(E).— Whereas, M/s HCL IT City Lucknow Pvt. Ltd. has proposed under section 3 of the Special Economic Zones
Act, 2005 (28 of 2005), (hereinafter referred to as the said Act), to set up a Sector Specific Special Economic Zone for information
technology and information technology enabled services at Village Kanjehara & Mastemau, Chack Gujaria Farms, Sultanpur Road,
Lucknow in the State of Uttar Pradesh;
And, Whereas, the Central Government is satisfied that requirements under sub-section (8) of section 3 of the said Act, and
other related requirements are fulfilled and it has granted letter of approval under sub-section (10) of section 3 of the said Act for
development, operation and maintenance of the above sector specific Special Economic Zone on 16th October, 2015;
Now, Therefore, the Central Government, in exercise of the powers conferred by sub-section (1) of section 4 of the Special
Economic Zones Act, 2005 and in pursuance of rule 8 of the Special Economic Zones Rules, 2006, hereby notifies the 40.469 hectares
area at above location with plot numbers given in the table below as a Special Economic Zone, namely:

And, Therefore, the Central Government, in exercise of the powers conferred by sub-section (1) of section 13 of the Special
Economic Zones Act, 2005 (28 of 2005), hereby constitutes a Committee to be called the Approval Committee for the above Special
Economic Zone for the purposes of section 14 of the said Act consisting of the following Chairperson and Members, namely:-
1.
Development Commissioner of the Special Economic Zone
Chairperson
ex officio;
2.
Director or Deputy Secretary to the Government of India, Ministry of Commerce and Industry,
Department of Commerce or his nominee not below the rank of Under Secretary to the
Government of India
Member ex officio;

Zonal Joint Director General of Foreign Trade having territorial jurisdiction over the Special
Economic Zone
Member ex officio;
4.
Commissioner of Customs or Central Excise having territorial jurisdiction over the Special
Economic Zone or his nominee not below the rank of Joint Commissioner
Member ex officio;
5.
Commissioner of Income Tax having territorial jurisdiction over the Special Economic Zone or
his nominee not below the rank of Joint Commissioner
Member ex officio;
6.
Director (Banking) in the Ministry of Finance, Banking Division, Government of India
Member ex officio;
7.
Two officers, not below the rank of Joint Secretary, to be nominated by the State Government
of Uttar Pradesh
Member ex officio;
8.
Representative of the Developer of the zone
Special invitee
And, Therefore, the Central Government, in exercise of the powers conferred by sub-section (2) of section 53 of the Special
Economic Zones Act, 2005 (28 of 2005), hereby appoints the 23rd day of November, 2015 as the date from which the above Special
Economic Zone shall be deemed to be Inland Container Depot under section 7 of the Customs Act, 1962 (52 of 1962).
