सं. 35/3/2015-खान-3.—भारतीय खान ᭣यूरो के कामकाज कᳱ ᮧभािवता मᱶ सुधार के िलए सरकार को
सᭃम बनाने हेतु, भारतीय खान ᭣यूरो पुनᳶवचार सिमित ने ᳰदस᭥बर 1979 मᱶ पेश अपनी ᳯरपोटᭅ मᱶ भारतीय खान
᭣यूरो के िलए एक सलाहकार बोडᭅ के गठन कᳱ िसफाᳯरश कᳱ थी । त᭞नुसार, कᱶᮤ सरकार ने अपने संक᭨प सं.
23012/99/80-खान-6, ᳰदनांक 12 जनवरी, 1981 ᳇ारा भारतीय खान ᭣यूरो के िलए एक सलाहकार बोडᭅ का
गठन ᳰकया ।
िपछली बार संक᭨प सं. 35/1/2011-खान 3, ᳰदनांक 3 जुलाई, 2012 ᳇ारा सलाहकार बोडᭅ का गठन ᳰकया
गया था । तदनतर खान और खिनज िवकास और िविनयमन (संशोधन) अिधिनयम, 2015 के ᳇ारा िवधायी ढाँचे मᱶ
बड़े पᳯरवतᭅन हो चुके हᱹ । इस संदभᭅ मᱶ, सरकार ने भारतीय खान ᭣यूरो के िलए सलाहकार बोडᭅ को पुनगᭅᳯठत करने
का िन᳟य ᳰकया हᱹ जोᳰक नये पᳯरदृ᭫य मᱶ भारतीय खान ᭣यूरो को इसके कामकाज के िलए सिᲯत करने हेतु सरकार
को उिचत सलाह दे सके ।
अत: अब सभी पूवᭅ संक᭨पᲂ का अिधᮓमण करते ᱟए, भारतीय खान ᭣यूरो के सलाहकार बोडᭅ का पुनगᭅठन
िन᳜िलिखत संरचना और कायᭅ के साथ ᳰकया जाता है:-

2. बोडᭅ के कायᭅ का ᭭वᱧप सलाहकारी होगा । यह भारतीय खान ᭣यूरो और सरकार , दोनᲂ को सलाह देगा । बोडᭅ
को यह ᭭वतंᮢता होगी ᳰक वह सरकार से सीदे पᮢाचार कर सके । भारतीय खान ᭣यूरो बोडᭅ को सिचवालय ᮧदान
करेगा । बोडᭅ अपनी कामकाज के िनयम और ᮧᳰᮓया ᭭वयं िनधाᭅᳯरत करेगा परंतु सरकार एक वषᭅ मᱶ कम से कम एक
बार इसकᳱ बैठक भी अपेᭃा रखेगी । बोडᭅ के कायᭅ िन᳜िलिखत हᲂगे :-
1. नये कानून के बदलते पᳯरदृ᭫य मᱶ आई बी एम के िलए कायᭅ रोड मैप पर पुनᳶवचार और परामशᭅ देना, खिनज
᭣लॉकᲂ कᳱ नीलामी, एस डी एफ का रॉल आउट ।
2. 31 खिनजᲂ के गौण खिनजᲂ के ᱧप मᱶ ह᭭तांतरण के कामकाज आई बी एम के कामकाज पर परामशᭅ देना ।

3. ऑफ शोर ᭣लाकᲂ के आवंटन के िलए आई बी एम के कामकाज पर परामशᭅ देना ।
4. ᮧबंधन सूचना और ᮧबंधन लेखाकरण कᳱ ᮧणािलयᲂ पर परामशᭅ देना ।
5. भारतीय खान ᭣यूरो के कामकाज को और अिधक ᮧभावी बनाने के तरीके और साधनᲂ पर परामशᭅ देना ।
कायᭅकाल
सलाहकार बोडᭅ इसके गठन कᳱ ितिथ से दो वषᭅ के िलए होगा बशतᱷ सरकार ᳇ारा इसका कायᭅकाल बढा न ᳰदया
जाये ।

RESOLUTION
New Delhi, the 9th December, 2015
No. 35/3/2015-M.III.—With a view to enable the Government to improve the effectiveness of
the working of the Indian Bureau of Mines, the Indian Bureau of Mines Review Committee, in its Report
submitted in December 1979, had recommended the formation of an Advisory Board for Indian Bureau of
Mines. Accordingly the Central Government vide its Resolution No. 23012/99/80-M.VI dated the 12th
January, 1981 constituted an Advisory Board for Indian Bureau of Mines.
Vide Resolution No.35/1/2011-M.III dated 3rd July, 2012 the Advisory Board had been last
reconstituted. Subsequently there have been major changes in the legislative framework brought about by
the MMDR (Amendment) Act 2015. In this context, the Government has decided to reconstitute the
Advisory Board for the Indian Bureau of Mines in order to provide the appropriate advice to Government to
equip IBM for its functioning in the new scenario.
Now, therefore, in supersession of all earlier resolutions, the Advisory Board of Indian Bureau
of Mines is reconstituted with the following composition and function:-

2. The functions of the Board will be advisory in character. It will advise both the Indian Bureau of
Mines and the Government. The Board will be at liberty to correspond directly with Government.
The Indian Bureau of Mines will provide the Secretariat of the Board. The Board should devise its
own working rules and procedures but the Government would expect it to meet at least once a year.
The functions of the Board will be as follows:-
FUNCTIONS
1.
To review and advise on the Road Map for IBM in the changing scenario of new legislation,
auctioning of mineral blocks, roll out of SDF.
2.
To advise on the functioning of IBM in view of transfer of 31 minerals as minor minerals.
3.
To advise on the functioning of IBM for allocation of Off Shore Blocks.
4.
To advise on systems of Management Information and Management Accounting.
5.
To advise on ways and means of making Indian Bureau of Mines functioning more effective.
TENURE
The Advisory Board will be for two years from the date of its constitution unless the term is
extended by the Government.
